This position is in Education Service in of the Veterans Benefits Administration (VBA) in VA Central Office. The incumbent serves as member of a team of program analysts who draft the regulations and develop the policy needed to implement the programs administered by the Education Service of VBA. Programs administered by the Education Service include chapters 30, 32, 33, and 35 of title 38 U.S.C., section 510 and chapters 1606 and 1607 of title 10, and sections 901 and 903 of Public Law 93-342. Specific duties include: The incumbent analyzes legislation and complex inquiries and drafts comprehensive responses, and proposed and final regulations, respectively, under the general supervision of the Supervisory Management and Program Analyst (SMPA). The incumbent reviews comments received on proposed regulations and amends, modifies, or clarifies the rule as necessary. The incumbent drafts detailed guidance that addresses the most complex implementation issues facing the Education Service and drafts answers to inquiries on published guidance. The incumbent drafts answers to inquiries on published guidance. The incumbent applies sound technical writing principles to achieve maximum clarity. The incumbent analyzes inquiries and legislation and drafts comprehensive responses, and proposed and final regulations, respectively, under the supervision of the Supervisory Management and Program Analyst. The incumbent analyzes and processes Freedom of information and Privacy Acts requests pursuant to statute, directing searches. creating invoices, submitting relevant records, and advising the VBA or VA FOIA office about possible exemptions to release and other related matters. The incumbent solves problems/issues quickly and effectively, involving a methodical step-by-step approach to thinking; breaks down complex problems into single and manageable components and considering each part in detail; Notices discrepancies and inconsistencies in available information. Understands and interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations. Performs other duties as assigned. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position. Virtual: This is not a virtual position.
