Regional Operations Manager II - Central Operations
About Financial Business Group (FBG)
Financial Business Group (FBG) is building the financial ecosystem that powers the Uber platform. We develop and scale financial products that help Drivers, Couriers, Merchants and Fleets access capital, manage cash flow and grow their businesses, while creating long-term strategic value for Uber.
Our portfolio spans payments, instant payouts, financing, cards, wallets, insurance and other embedded financial services across more than 70 countries. As we continue to expand our financing capabilities, we're building the next generation of regulated financial products - combining Uber's technology, proprietary platform data and global scale with best-in-class financial services expertise.
This role sits at the forefront of that ambition, leading the launch of Uber's in-house financing business in the UK and EEA whilst establishing the regulatory, product and operational foundations for expansion across EMEA. It is a unique opportunity to build a regulated lending business from the ground up at one of the world's largest technology platforms.
About the Role
We're looking for a highly experienced regulated credit specialist to lead the end-to-end launch of Uber's in-house Earner Financing platform across the UK and EEA.
This role will own the strategy and execution required to establish a compliant regulated lending business - from defining the regulatory strategy, legal entity structure and licensing approach, to obtaining the required regulatory authorisations, designing the product and operating model, and leading cross-functional delivery through to launch.
Working across Product, Engineering, Compliance, Legal, Risk, Finance and Operations, you will build the regulatory and operational foundations required to scale Uber's financing business across Europe, partnering closely with our EMIs to ensure compliance with the Financial Conduct Authority (“FCA”), De Nederlandsche Bank (“DNB”) and other relevant European regulatory authorities expectations.
What You'll Do
- Lead the end-to-end delivery of Uber's in-house Earner Financing programme across the UK and EEA initially, from regulatory strategy through product launch and ongoing operation.
- Define the regulatory strategy required to launch the product, including FCA/DNB Consumer Credit permissions for Credit Broking, legal entity structure, governance framework and interaction with Uber's existing EMIs.
- Partner cross-functionally with the EMIs, Product, Engineering, Legal and Local Operations to translate regulatory requirements into scalable product and operational capabilities.
- Define the target operating model, including customer onboarding, underwriting, servicing, complaints, outsourcing, operational controls and regulatory oversight.
- Oversee vendor selection and implementation across key lending capabilities, including identity verification, Open Banking, credit bureaux, loan servicing and collections.
- Drive programme governance, implementation planning and executive reporting, managing complex cross-functional workstreams through launch.
- Identify and mitigate regulatory, operational and execution risks while balancing customer outcomes, commercial objectives and long-term scalability.
- Establish post-launch governance, performance monitoring and continuous improvement processes to support future expansion across EMEA.
Basic Qualifications
- 5-7 years' experience launching and operating regulated consumer credit products within a bank, fintech or regulated financial institution.
- Proven track record of leading regulated lending products from concept through launch, including regulatory, product and operational workstreams.
- Deep understanding of the UK consumer credit regulatory framework, including FCA Consumer Credit permissions, Credit Broking, Consumer Duty and CONC, with experience navigating broader European regulatory frameworks.
- Experience working cross-functionally in a matrix company with Product, Engineering, Compliance, Legal and Risk to deliver complex regulated financial products.
- Demonstrated programme leadership experience managing multiple workstreams and senior stakeholders.
- Bachelor's degree or equivalent practical experience.
Preferred Qualifications
- Experience leading or supporting regulatory authorisations, including FCA Consumer Credit permissions, Variation of Permission (VoP) programmes or equivalent European licensing processes.
- Experience designing and launching regulated lending customer journeys, including underwriting, affordability, repayments, servicing, complaints and collections.
- Experience establishing regulated operating models, governance frameworks and outsourcing arrangements.
- Experience implementing lending infrastructure, including Open Banking, credit bureaux, identity verification, decision engines or loan servicing platforms.
- Experience launching financial products across multiple European markets.
- Experience within embedded finance, digital banking, marketplace platforms or fintech.
- Strong commercial judgement with the ability to balance regulatory compliance, customer outcomes and business objectives.
- Excellent executive communication and stakeholder management skills, with the ability to influence senior leaders and regulators.
