Department Overview
The mission of the Strategic Business Compliance Support Department is to establish and strengthen Group-wide governance, risk management, and compliance frameworks that support the sustainable growth of Rakuten Mobile Group companies.
The Department promotes sound business operations based on applicable laws and internal regulations, and leads the enhancement of compliance standards across the Group by implementing effective measures to address an increasingly complex risk environment.
In this role, you will be responsible for the following functions across Rakuten Mobile Group companies.
Governance & Risk Management
You will be responsible for building governance frameworks for Group companies, identifying and assessing risks, developing response policies, and monitoring management status.
Compliance Promotion
You will be responsible for researching and reviewing applicable laws, guidelines, and internal regulations; organizing compliance issues; coordinating with relevant departments; and tracking the status of required actions.
In addition to the above, you will be responsible for planning, executing, and managing training and educational content for team members.

Position Details
- Compliance support for Rakuten Mobile Group companies
- Planning and operation of governance, risk, incident, and compliance frameworks
- Research and review of applicable laws, guidelines, and internal regulations, and translating them into practical operations
- Planning and improvement of compliance and risk management initiatives
- Fact-finding upon incident occurrence, coordination with relevant departments(Sales, Base Station Operations, Procurement, etc.), and tracking progress on recurrence prevention measures
- Administration of key governance meetings, maintenance of management logs and reports, and reporting to senior management

- Team Size: Approximately 15 members (Strategic Business Compliance Support Department; approximately 5 members per team)
- Age Range: Primarily 20s-40s

Mandatory Qualifications:
- Practical experience in compliance, legal, risk management, internal controls, or administrative functions
- Experience coordinating with multiple stakeholders to organize issues and manage progress
- Ability to read and summarize key points from laws, guidelines, and internal regulations
- Communication skills to proactively seek clarification and consult with relevant parties when needed
- Ability to conduct business operations smoothly in Japanese
Desired Qualifications:
- Basic knowledge of laws and regulations(e.g., Candidates with a degree in Law)
- Knowledge of the telecommunications business
- Experience working in English
