We are seeking a Senior Compliance Engineer to join our Gas Transmission & Midstream (GTM) team in Houston, TX. In this role, you will function as a subject matter expert on pipeline safety. You will provide mentorship and assistance to our US Gas Transmission and Midstream (GTM) organization. This role is essential for ensuring the smooth implementation of pipeline safety and regulatory compliance programs.

What You Will Do:

  • Act as the Regulatory Compliance recognized authority within the organization and main liaison for Federal and State regulatory agencies.

  • Support the interpretation process of Department of Transportation (DOT) Pipeline regulations for the company and act as a liaison between collaborators such as Pipeline Integrity, Underground Storage, Gas Control Department, and Operations regarding DOT Pipeline regulatory compliance.

  • Support multiple departments in preparing for Federal and State regulatory inspections, including pre-audits, and help coordinate regulatory inspections.

  • Develop and deliver regulatory filings and correspondence, including comments to proposed regulations, responses to inquiries and enforcement actions, and various other notifications.

  • Help prepare and submit DOT Annual Reports for Hazardous Liquid, Gas Transmission, and Gathering Systems. Handle special permits, including annual reports and notifications to the Pipeline and Hazardous Materials Safety Administration (PHMSA).

  • Address regulatory issues/concerns in pipeline construction projects and operations. Support the creation and rollout of standardized risk control programs, work methods, and company Scope of Projects (SOPs) to meet regulatory requirements.

  • Coordinate review and updates to Enbridge’s established operating guidelines and Engineering procedures. Represent Enbridge U.S. on industry committees such as American Society of Mechanical Engineers (ASME) and Interstate Natural Gas Association of America (INGAA).

  • Support new rule-making/special permit implementation and execution of processes, e.g., Rupture Mitigation Valve, Integrity Management Alternative.

Who You Are:

  • Bachelor’s degree in engineering from an Accreditation Board for Engineering and Technology (ABET) accredited university. Preference is to have a PE.

  • 6+ years of progressive experience in the natural gas or hazardous liquid pipeline industry with a compliance background.

  • Strong project management expertise with the ability to lead regulatory program development, process improvements, and implementation initiatives.

  • Deep knowledge of DOT and state pipeline safety regulations, ASME B31.8S, industry standards, and natural gas transmission operations.

  • Excellent analytical, technical, and problem-solving skills, with the ability to resolve complex issues independently and leverage technology effectively.

  • Strong leadership, communication, collaboration, and organizational skills, with the ability to manage priorities, resources, and stakeholder relationships in a fast-paced environment.

Physical Requirements include but are not limited to:

Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.

Working Conditions:

  • Split time between office setting and field site visits across the U.S. (~60%/40%).

  • A valid driver's license and maintenance of a responsible driving record is required which will be validated before hire.
