The Software Engineer develops, maintains, and enhances complex and diverse software systems (e.g., processing-intensive analytics, novel algorithm development, manipulation of extremely large data sets, real[1]time systems, and business management information systems) based upon documented requirements. Works individually or as part of a team. Reviews and tests software components for adherence to the design requirements and documents test results. Resolves software problem reports. Utilizes software development and software design methodologies appropriate to the development environment. Provides specific input to the software components of system design to include hardware/software trade-offs, software reuse, use of Commercial Off-the[1]shelf (COTS)/Government Off-the-shelf (GOTS) in place of new development, and requirements analysis and synthesis from system level to individual software components.

Responsibilities-The Software Engineer shall possess the following capabilities:
- Analyze user requirements to derive software design and performance requirements
- Debug existing software and correct defects
- Provide recommendations for improving documentation and software development process standards
- Design and code new software or modify existing software to add new features
- Integrate existing software into new or modified systems or operating environments
- Develop simple data queries for existing or proposed databases or data repositories
- Applies knowledge of ITOM, ITSM, HRSD, CSM and/or Service Portal.
- Codes with programming languages and databases including HTML, CSS, JavaScript.
- Write or review software and system documentation
- Serve as team lead at the level appropriate to the software development process being used on any particular project
- Design or implement complex database or data repository interfaces/queries
- Develop or implement algorithms to meet or exceed system performance and functional standards
- Assist with developing and executing test procedures for software components
- Develop software solutions by analyzing system performance standards, confer with users or system engineers; analyze systems flow, data usage and work processes; and investigate problem areas
- Modify existing software to correct errors, to adapt to new hardware, or to improve its performance
- Design, develop and modify software systems, using scientific analysis and mathematical models to predict and measure outcome and consequences of design
- Design or implement complex algorithms requiring adherence to strict timing, system resource, or interface constraints; Perform quality control on team products
- Implement recommendations for improving documentation and software development process standards
- Oversee one or more software development teams and ensure the work is completed in accordance with the constraints of the software development process being used on any particular project
- Confer with system engineers and hardware engineers to derive software requirements and to obtain information on project limitations and capabilities, performance requirements and interfaces
- Coordinate software system installation and monitor equipment functioning to ensure operational specifications are met
- Interacts with project customers and stakeholders to report project status and manage subsystems requirements.
- Researches, evaluates, and assesses software tools and technologies, such as Free and Open-Source Software (FOSS), Government-off-the-shelf (GOTS), Commercial-off-the-shelf (COTS), and incorporates those findings into the overall software system design.
- Serve as the technical lead of multiple software development teams.
- Select the software development process in coordination with the customer and system engineering.
- Recommend new technologies and processes for complex software projects
- Ensure quality control of all developed and modified software
- Delegate programming and testing responsibilities to one or more teams and monitor their performance.
Qualifications:Level 1-
- Bachelor’s degree in Computer Science or related discipline from an accredited college or university is required.
- Four (4) years of additional SWE experience on projects with similar software processes may be substituted for a bachelor’s degree.
- One (1) year experience developing and customizing core applications such as Incident, Problem, Change, Knowledge, and Service Catalog.
- Two(2) years of IT application systems experience in technology solutions delivery is required.
- US citizenship and an active TS/SCI with FSP security clearance required.
Level 2-
- Bachelor’s degree in Computer Science or related discipline from an accredited college or university is required.
- Four (4) years of additional SWE experience on projects with similar software processes may be substituted for a bachelor’s degree.
- Two (2) years experience developing and customizing core applications such as Incident, Problem, Change, Knowledge, and Service Catalog
- Four (4) years of IT application systems experience in technology solutions delivery is required.
- US citizenship and an active TS/SCI with FSP security clearance required.
Level 3-
- Master's Degree in Computer Science or Computer Engineering from an accredited college or university is required.
- Bachelor's degree and two (2) additional years of SWE experience OR six (6) additional years of SWE experience may be substituted for a master’s degree.
- Fifteen (15) years of applicable design and development experience is required.
- Twelve (12) years direct experience leading teams of software design and development for collection systems and components is required.
- ITILv3, ITILv4, or ITILv5 Certification at any level will meet the requirement, i.e., Foundation, Managing Professionals, Strategic Leaders, etc.
- US citizenship and an active TS/SCI with FSP security clearance required.
Additional contract or position specific required experience for this level (skills, technologies, expertise):
Information Technology
- Experience creating and implementing scripts, business rules, policies, ACLs and otherwise configure or modify ServiceNow applications to meet requirements
- Experience providing advanced support for ServiceNow by troubleshooting, implementing bug fixes and performing root cause analysis
- Experience integrating third-party software and APIs with ServiceNow using REST and SOAP
- Experience coding in scripting languages (i.e.: JavaScript, HTML, CSS, AngularJS, JSON or other languages used in ServiceNow)
- Five (5) years’ experience developing on and administration of the ServiceNow Platform is required.
- ServiceNow System Administrator certification OR ServiceNow Application Developer certification is required.
