Accountabilities:

    As a Program Manager, you will lead acquisition support operations, manage contractor teams, and ensure successful execution of federal procurement activities. Your responsibilities will include:

    • Leading and managing a team of contract specialists providing pre-award and post-award acquisition support.
    • Ensuring acquisition documentation and processes comply with federal regulations, including FAR, DFARS, and applicable agency policies.
    • Serving as a subject matter expert on federal procurement practices, contracting principles, and acquisition lifecycle processes.
    • Reviewing analytical outputs and developing improved methodologies to optimize acquisition operations.
    • Providing recommendations on resource allocation, workload management, and workflow optimization.
    • Overseeing recruitment, interviewing, onboarding, and staffing activities to meet contractual requirements.
    • Managing team training programs, including recurring learning initiatives and professional development activities.
    • Supervising contractor personnel performance, evaluations, career development, and administrative processes.
    • Managing time reporting, telework programs, alternate work schedules, and workforce administration.
    • Acting as the primary point of contact between government stakeholders and contractor teams.
    • Coordinating team meetings, operational reviews, and regular performance updates with clients.
    • Preparing and submitting monthly performance reports and operational metrics.
    • Monitoring contractor performance and addressing staffing, workload, and operational challenges.
    • Supporting change management initiatives, system implementations, and continuous process improvement efforts.
    • Mentoring team members and promoting a culture of accountability, collaboration, and professional growth.
    • Requirements:

      The ideal candidate is an experienced federal acquisition professional with strong program management and leadership expertise. You should have:

      • Bachelor’s degree in finance, business, law, contracts, purchasing, quantitative methods, organizational management, information technology, or a related discipline.
      • 10+ years of federal procurement experience, including GS-1102 equivalent responsibilities.
      • 5+ years of experience supporting Department of Defense acquisition or contract administration activities.
      • Extensive knowledge of the federal acquisition lifecycle, contracting principles, and procurement regulations.
      • Strong expertise in FAR, DFARS, and DoD acquisition policies and procedures.
      • Proven ability to analyze complex challenges, develop solutions, and improve operational processes.
      • Demonstrated experience managing teams, allocating resources, and improving workflow efficiency.
      • Strong leadership, communication, interpersonal, and stakeholder management skills.
      • Experience managing contractor performance, training programs, and workforce development initiatives.
      • Knowledge of DoD Procurement Data Standards (PDS).
      • Experience supporting change management efforts and technology or system implementation projects.
      • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and SharePoint.
      • Experience with acquisition systems such as ECWM Contract Writing System, PIEE applications, Integrative Acquisition Environment (IAE), and related DoD platforms.
      • Preferred qualifications include:

        • Previous experience as a GS-1102 within the Department of Defense or Defense Health Agency environment.
        • Experience implementing acquisition or contract writing systems.
        • Background supporting defense healthcare programs or large-scale government initiatives.
        • Public Trust Clearance eligibility or active clearance.
