HP is seeking a highly experienced geopolitical and defense markets professional to join the Government Affairs & Public Policy (GA&PP) organization. Operating at the intersection of international security policy and public sector sales, this role serves as the primary strategic advisor on global defense modernization and procurement to HP’s Government Markets, Public Sector, and business leadership teams.

While leveraging broader insights from the GA&PP team, this position focuses on translating defense alliances, military modernization funding, and government-to-government acquisition frameworks into actionable commercial opportunities for HP’s secure computing, AI, cybersecurity, and digital infrastructure portfolios.

The successful candidate will possess deep expertise in international security affairs, defense acquisition and procurement, military alliances, government technology modernization initiatives, and the geopolitical dynamics shaping defense markets worldwide.

This position sits within HP's Government Affairs & Public Policy organization and partners closely with Public Sector Sales, Defense Business Development, Security, Legal, Global Policy & Strategy, and regional Government Affairs teams.

Key Responsibilities

Geopolitical Intelligence & Market Analysis

  • Monitor and analyze geopolitical developments, military conflicts, alliance structures, and security partnerships that may impact HP’s public sector and defense business.
  • Assess how shifts in international relations, defense postures, and security priorities influence technology procurement trends across ministries of defense, intelligence agencies, homeland security organizations, and other national security stakeholders.
  • Partner with the Director of Geopolitical Strategy and broader GA&PP team to:
    • Develop forward-looking geopolitical risk assessments and scenario-planning exercises.
    • Help HP anticipate market disruptions and emerging opportunities.
    • Produce executive-level briefings, policy landscape reports, and strategic recommendations for senior business and policy leaders.

Defense Market Strategy & Procurement

  • Map defense modernization programs, procurement initiatives, cybersecurity investments, and digital transformation efforts across target countries to identify strategic pipeline opportunities.
  • Serve as HP’s internal subject matter expert on government acquisition mechanisms, including:
    • Foreign Military Sales (FMS)
    • Foreign Military Financing (FMF)
    • NATO procurement vehicles
    • National defense acquisition programs
  • Evaluate defense spending trends and national security priorities to determine their impact on technology procurement.
  • Assess opportunities stemming from defense cooperation initiatives, modernization funds, and multinational security programs.
  • Advise business teams on procurement environments, stakeholder ecosystems, competitive dynamics, and market-entry considerations.

Security Alliances & Government Relationships

Serve as HP’s internal subject matter expert on key security alliances, partnerships, and defense cooperation frameworks, including:

  • NATO
  • AUKUS
  • Five Eyes
  • U.S.–Japan Alliance
  • U.S.–Republic of Korea (ROK) Alliance
  • NATO Partner Nations
  • European Defense Integration Initiatives
  • Indo-Pacific Security Partnerships

Develop and maintain expertise in government-to-government security and defense acquisition mechanisms, including:

  • Foreign Military Sales (FMS)
  • Foreign Military Financing (FMF)
  • Reciprocal Defense Procurement Agreements
  • Security Cooperation Programs
  • Defense Modernization Funds
  • NATO Procurement Vehicles
  • National Defense Acquisition Programs
  • C4ISR/C5ISR Modernization Initiatives

Business Enablement & Stakeholder Engagement

  • Partner with Public Sector Sales, Defense Market Development, and regional leadership teams to build country-specific defense market playbooks, strategic account plans, and customer engagement workshops.
  • Coordinate with Global Policy & Strategy to incorporate defense-specific intelligence into risk assessments, scenario planning, and executive briefings.
  • Build and maintain relationships with external experts, think tanks, industry associations, former defense officials, and other stakeholders to gain insight into emerging defense market trends.
  • Support business development efforts by translating geopolitical developments and defense priorities into actionable growth strategies.

Qualifications

Required Experience

  • 10+ years of experience in one or more of the following disciplines:
    • Defense Policy
    • National Security
    • Defense Business Development
    • International Affairs
    • Military Affairs
    • Defense Consulting
    • Government Affairs
    • Intelligence Analysis
    • Defense Technology Markets
  • Deep structural knowledge of defense ministries, military modernization cycles, and national security decision-making processes.
  • Demonstrated expertise in international security partnerships, alliance frameworks, and government acquisition mechanisms.
  • Proven ability to analyze geopolitical developments and translate them into business, policy, investment, or market implications.
  • Strong understanding of defense procurement ecosystems and government technology modernization initiatives.

Preferred Experience

  • Prior experience within a Department/Ministry of Defense, military organization, national security agency, or Tier-1 defense contractor.
  • Experience supporting defense sales, public sector business development, or government procurement activities.
