Strategic Sourcing Manager, Outsourcing

**Summary:** Meta is seeking a Strategic Sourcing Manager to lead outsourcing procurement initiatives that support the scale and complexity of Meta's global operations. In this role, you will drive end-to-end sourcing strategies for outsourced services — including business process outsourcing, managed services, and professional services — partnering with internal stakeholders across operations, finance, legal, and business units to deliver competitive commercial outcomes. You will be responsible for shaping supplier relationships, negotiating complex multi-year contracts, and building sourcing frameworks that balance cost efficiency, risk management, and operational performance at a global scale. **Required Skills:** Strategic Sourcing Manager, Outsourcing Responsibilities: 1. Develop and execute category strategies for outsourced services including business process outsourcing, managed services, and professional services engagements 2. Lead competitive sourcing events such as RFPs, RFIs, and reverse auctions to identify and qualify suppliers capable of meeting Meta's operational and quality requirements 3. Negotiate complex, multi-year outsourcing contracts including master service agreements, statements of work, and service level agreements in partnership with legal and finance teams 4. Build and maintain strategic supplier relationships, conducting regular business reviews to assess performance against defined KPIs and contractual obligations 5. Partner with cross-functional stakeholders including operations, finance, legal, and business unit leaders to align sourcing strategies with organizational priorities 6. Conduct total cost of ownership analyses and financial modeling to support sourcing decisions and quantify savings and value delivery 7. Identify, assess, and mitigate supplier risk across the outsourcing portfolio, including financial, operational, geopolitical, and compliance-related risks 8. Develop and maintain sourcing playbooks, category benchmarks, and market intelligence to inform procurement decisions and improve team effectiveness 9. Drive continuous improvement initiatives across the outsourcing category by identifying opportunities to consolidate suppliers, optimize contract terms, and improve service delivery outcomes 10. Communicate sourcing strategies, recommendations, and outcomes to leadership through structured business cases and executive-level presentations **Minimum Qualifications:** Minimum Qualifications: 11. 8+ years of experience in strategic sourcing, category management, or procurement with a focus on outsourced services, managed services, or business process outsourcing 12. Experience applying AI tools or emerging technologies to improve sourcing workflows, supplier evaluation, or procurement decision-making 13. Experience leading end-to-end sourcing processes including RFP development, supplier evaluation, commercial negotiation, and contract execution for complex outsourcing engagements 14. Experience developing and applying total cost of ownership models, financial analyses, and business cases to support sourcing decisions 15. Experience managing supplier performance through defined KPIs, service level agreements, and structured governance frameworks 16. Experience collaborating with legal, finance, and business stakeholders to align procurement strategies with organizational objectives and risk tolerance **Preferred Qualifications:** Preferred Qualifications: 17. Experience using procurement platforms and spend analytics tools to manage sourcing pipelines, supplier data, and category performance reporting 24.
