Job Description:

Parsons is looking for an amazingly talented Civil Engineer to join our team supporting our Federal client on a major, multi-$M civil works program located in the Everglades, FL in the South Bay area.

What You'll Be Doing:

  • Manage the overall cost, schedule, technical, and quality of assigned Regional Task Orders (TOs) and ensure resources are effectively applied to support project goals.

  • Provide senior-level civil engineering and quality assurance leadership on major civil works and heavy construction projects.

  • Apply technical expertise in at least one specialty area (e.g., earthwork, hazardous materials handling, water management, aggregate processing, concrete placement and testing, FDOT regulations, LEED guidelines, structural engineering, or construction management).

  • Evaluate and recommend design changes based on constructability, feasibility, economy, and standard practices; develop limited-scope modifications to plans and specifications.

  • Review and interpret plans, specifications, and applicable codes and standards to ensure full regulatory and contract compliance.

  • Serve as senior inspector, overseeing all phases of construction to verify conformance with plans, specifications, and accepted work practices.

  • Ensure materials and workmanship meet quality requirements; direct rejection of nonconforming work and initiate work stoppages when necessary.

  • Oversee sampling and testing of materials, review test results, and authorize material usage based on compliance.

  • Monitor the contractor’s Quality Control system and verify adherence to the project Quality Assurance Plan, enforcing corrective actions as needed.

  • Manage and review submittals and shop drawings, including logging, tracking, and coordinating reviews in systems such as RMS.

  • Prepare and review daily inspection and progress reports, maintain records of deviations, and support preparation of final as-built documentation.

  • Support progress payment recommendations by estimating work completed and tracking material inventories and deficiency correction.

  • Review contractor safety plans, inspect safety practices, and implement or recommend work stoppages for significant safety violations.

  • Coordinate closely with contractor and Government personnel, and support joint, pre-final, and final inspections with clear technical recommendations.

  • Perform cost management, including resource planning, cost estimation, budgeting, and control activities.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering or a closely related field.

  • 15+ years of Professional experience in civil/heavy construction inspection and quality assurance on large or complex projects.

  • At least 5 years of experience managing international projects in support of the US Government.

  • Must be willing to travel domestically and internationally at least 25%.

  • Must be a U.S. citizen residing in the Continental U.S.

  • Demonstrated ability to interpret and apply construction plans, specifications, and applicable building and safety codes.

  • Proven experience evaluating construction issues and recommending practical design or method changes in the field.

  • Strong knowledge of construction materials, testing requirements, and acceptance criteria.

  • Experience monitoring contractor Quality Control systems and enforcing Quality Assurance requirements.

  • Ability to prepare clear, concise daily reports, deficiency lists, and technical documentation.

  • Working knowledge of construction safety requirements and the authority and judgment to recommend or direct work stoppages for safety reasons.

  • Strong verbal and written communication skills for effective interaction with contractors, project owners, and internal stakeholders.

  • Proficiency with standard office software and basic familiarity with construction management or submittal tracking systems (e.g., RMS or similar).

What Desired Skills You'll Bring:

  • Professional Engineer PE license or ability to obtain one.

  • Specialized expertise in one or more of the following: earthwork, hazardous materials, water management, aggregate processing, concrete placement and testing, FDOT regulations, LEED guidelines, structural design, or construction management.

  • Experience serving as a senior inspector or Quality Assurance Representative on major civil works or infrastructure projects for public agencies (e.g., federal, state, or local).

  • Prior experience with FDOT, water/sewer districts, railroads, or similar regulatory agencies.

  • Familiarity with LEED or other sustainable design and construction practices.

  • Proficiency with construction management software, submittal management systems, and electronic documentation tools.

  • Demonstrated ability to lead, mentor, or coordinate the work of junior engineers or inspectors.

  • A keen understanding of contract compliance with Federal Acquisition Regulations (FAR).

  • Ability to communicate clearly, conduct presentations to the field team and interface effectively with a diverse group of foreign officials, US government client, engineers, scientists, and subcontractors with tact and diplomacy.

Salary Range: $103,500.00 - $181,100.00
