This position is located in the Bureau of Diplomatic Security (DS), Office of the Chief Financial Officer (CFO) and supports High Threat Programs (HTP). The incumbent serves as the principal management advisor providing authoritative advice and guidance to the Deputy Assistant Secretary (DAS) and other officials throughout HTP to ensure the effective management of programs and planning and advising on the use of resources to promote management effectiveness and efficiency. Responsible for financial, acquisition, information management, policy and operations management matters and provides authoritative advice and guidance to management. Oversees the allocation and utilization of resources and prepares financial justifications, develops budgets and financial plans for the allocation of approved funds. Researches, evaluates and analyzes program legislation, regulations and policies to establish program goals, objectives, plans and processes for the Division programs based on analyses of operational rqeuirements. Conducts comprehensive assessments of current resource management systems, methods, and practices and recommends changes to bring about significant improvements in the quality and productivity of management processes. Plans, organizes and manages special projects, including providing practical solutions and recommendations to senior management.
