Senior Manager, Application Software Engineering
Oracle Health is seeking a highly technical and experienced Senior Manager of Software Development to lead a team responsible for building and operating the Semantic Object Model platform. This internal platform enables teams to define, manage, govern, and operationalize semantic object models across Oracle Health products and services.
In this role, you will lead a US-based team of approximately 8–10 software engineers while partnering closely with engineering leaders and globally distributed development teams. You will be responsible for technical execution, people leadership, operational excellence, and the delivery of scalable platform capabilities across three primary areas:
Platform Development: Semantic object models, platform frameworks, services, user-facing capabilities, and AI-enabled developer experiences.
Platform Operations: Data ingestion pipelines, data-shape analysis, AI agents, observability, reliability, and production operations.
Governance: Catalog services, schema management, controls, standards, and governance processes.
This is a highly visible leadership position that requires strong technical judgment, effective organizational influence, and the ability to communicate complex technical topics to engineering teams, product partners, and senior executives.
* Lead, coach, and develop a team of software engineers responsible for designing, building, testing, deploying, and operating highly available application and platform services.
* Establish clear objectives, priorities, and execution plans across multiple technical workstreams.
* Partner with architects, senior engineers, product leaders, and engineering managers to define platform strategy, technical roadmaps, and delivery milestones.
* Provide technical leadership across distributed systems, cloud-native services, data ingestion, service-based architectures, APIs, and full-stack application development.
* Guide architectural decisions, design reviews, code reviews, troubleshooting, and technical risk assessments.
* Ensure the team delivers scalable, secure, observable, and maintainable software that meets established engineering and operational standards.
* Lead teams through debugging and resolution of complex issues involving APIs, service-to-service integrations, distributed components, data pipelines, and production environments.
* Drive operational excellence through automation, monitoring, observability, incident response, root-cause analysis, and continuous improvement.
* Promote the responsible use of AI-assisted and agentic development practices, including tools and methodologies such as coding agents, specification-driven development, and automated engineering workflows.
* Collaborate with internal stakeholders to understand platform use cases, translate requirements into technical solutions, and prioritize work based on business and customer impact.
* Represent the team in technical reviews, roadmap discussions, and executive-level forums.
* Partner effectively across organizational boundaries and influence technical direction without relying solely on formal authority.
* Recruit, retain, and develop strong engineering talent while creating an inclusive, accountable, and high-performing team culture.
* Establish and reinforce application security requirements, development best practices, coding standards, testing practices, and release processes.
Required Qualifications
* Significant software engineering experience, including experience developing production application software, platforms, or distributed systems.
* Previous experience directly managing software engineers, including responsibility for performance management, coaching, career development, and delivery.
* Strong technical foundation developed through prior hands-on software engineering experience.
* Experience designing, developing, or leading teams responsible for distributed systems and cloud-based services.
* Experience with cloud-native architecture, microservices, APIs, service-to-service integrations, and scalable application platforms.
* Experience leading full-stack or application development teams.
* Demonstrated ability to manage multiple priorities, technical dependencies, and delivery commitments in a complex organization.
* Strong understanding of software development lifecycle practices, including design, coding, testing, deployment, monitoring, and production support.
* Experience leading technical troubleshooting, incident response, and root-cause analysis.
* Strong written and verbal communication skills, including the ability to communicate effectively with engineers, cross-functional partners, and senior leaders.
* Demonstrated executive presence, sound judgment, and the ability to navigate organizational complexity.
* Bachelor’s degree in Computer Science, Computer Engineering, a related technical discipline, or equivalent practical experience.
Preferred Qualifications
* Experience developing or operating services on Oracle Cloud Infrastructure or another major public cloud platform.
* Experience with data platforms, metadata systems, semantic models, schemas, catalogs, governance frameworks, or ingestion pipelines.
* Familiarity with artificial intelligence, generative AI, agentic development, coding agents, or AI-assisted software development tools.
* Experience with specification-driven development or automated software engineering workflows.
* Experience with containerized services, orchestration platforms, continuous integration and continuous delivery, infrastructure automation, and observability tooling.
* Experience leading teams that support internally consumed platforms or developer-facing products.
* Experience working with globally distributed engineering organizations.
* Experience developing applications that include both service-layer and user-interface components.
* Experience presenting technical strategies, delivery status, risks, and recommendations to vice presidents or other senior executives.
The ideal candidate is a technically credible engineering leader who can remain close to the architecture and platform, mentor experienced engineers, make sound technical decisions, and build alignment across a large, matrixed organization. This leader should be comfortable operating in an evolving environment, balancing strategic direction with hands-on execution, and helping teams adopt modern engineering practices and AI-enabled development capabilities.

US: Hiring Range in USD from: $118,300 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
