About the team and the role

The People team is responsible for every element of the candidate and employee experience across eBay. We drive business performance, recruiting, learning and development, compensation, benefits, people experience shared services, and people tools and technologies, and lead all aspects of the continuing evolution of the company’s culture.

The People Business Partner role at eBay brings strategic partnership, problem-solving and broad people expertise to help leaders tackle important business challenges and activate enterprise people programs and human capital plans!

This role is outstanding in that it is built to support the Toronto location through a matrixed, site-based model rather than through partnership to one dedicated leader. The role will help establish and work closely alongside the eBay Toronto Site Leadership Committee! It will drive site culture, engagement, talent development, leadership efficiency, and organizational health during significant growth and investment.

What you will accomplish

  • Site Leadership Committee Collaboration: Support the creation and partnership with the group leading eBay Toronto’s site operations to develop and promote the site people agenda, operating rhythm, and collective responsibility for workplace environment, involvement, workforce, and leadership outcomes.

  • Site Strategy and Activation: Translate eBay and People team strategy into practical, site-level plans that reflect the needs of the Toronto workforce, including growth, workforce experience, organizational health and leadership capability.

  • Culture and Engagement: Partner with site leaders to strengthen belonging, connection and eBay cultural fluency across the Toronto site, particularly as the site continues to scale and onboard newer talent.

  • Leadership Efficiency: Coach and support site leaders and leadership forums to build high performing teams, improve team efficiency, and strengthen local leadership presence and followership.

  • Find opportunities to strengthen leadership pipelines, talent development, and internal mobility across the site. Focus on building depth and readiness in a fast-growing location.

  • Organizational Effectiveness: Partner with leaders to translate business priorities into organization and talent implications, and facilitate changes needed to enable successful delivery of business outcomes.

  • Support the delivery of People team programs, systems, and procedures. Partner with COE teams to help develop enterprise programs locally. Ensure these programs are relevant and scalable for the Toronto location.

  • Insights that Lead to Action: Use data, pattern recognition and organizational sensing to identify themes, surface risks and opportunities, and influence leaders toward focused action plans for improvement.

  • Change and Growth Support: Advise and facilitate through periods of change, site scaling and organizational evolution, ensuring that change is implemented thoughtfully and with minimal disruption.

  • Cross-Functional Partnership: Work in a highly matrixed way across site leaders, business leaders, People Experience and COE partners, with clarity on strategic versus operational support, recognizing that day-to-day HR operations will largely sit with People Experience.

  • Community and Site Experience: Help shape and support site-wide initiatives that strengthen engagement and connectivity, such as leadership forums, learning experiences, employee listening, all-hands moments and other culture-building interventions.

What you will bring

  • Bachelor’s degree or equivalent experience.

  • 10+ years of proven experience in Human Resources, Organizational Development, or a related field in a global organization.

  • Significant experience partnering with senior leaders in complex, matrixed environments, ideally across multiple business groups, functions or geographies.

  • Strong experience in organizational effectiveness, talent management, leadership development, team facilitation, employee engagement and change management

  • Proven track record to build trust quickly, establish credibility, and influence without direct authority.

  • Strong analytical and problem-solving capability, including the ability to derive insight from data, diagnose issues and recommend practical solutions.

  • Excellent communication and facilitation skills, with the ability to work effectively across leaders, teams and partners at all levels of the organization.

  • Experience leading or supporting culture-building and change initiatives in growth environments.

  • High learning agility, sound judgment and comfort operating in ambiguity, especially in new operating models where governance and leadership structures are still being established.

  • Ability to travel as needed to meet business needs.
