The QHSE Manager is responsible of the Quality Assurance and Quality Control (QA/QC) for projects and ensure the project personnel are working according to Process Systems Operating System, PEM (Project Execution Model) and Contract requirements.
Key Responsibilities
- Responsibility for Project QA/QC management including compliance with contractual requirements and follow-up on project quality strategy.
- Ensure that planning is in accordance with PEM, Gate Reviews are planned and actions from gate reviews are followed and closed
- Responsibility for guiding, supporting, performing and verifying all matters concerning projects’ quality assurance and quality control within projects.
- Responsible to train the QA/QC team on Operating Systems as well as on QA/QC procedures, Standards, local regulations etc.
- Responsible to give Tender manager, Project manager and Line Manager any & all required support with regards to QA/QC raised by the Client, the sub-contractors & the suppliers.
- Assist in tender review activity.
- Responsible for giving input to Tender Manager on the Manpower Plan (MPP) and estimation cost for QA/QC activities.
- Responsible to give support related to QA/QC to Supply chain department.
- Participate in selection of suppliers and assessment audits at supplier facility when required.
- Conduct the full process of drafting, verifying, commenting and reviewing of QA/QC documentation provided by customers, internal stakeholders and from suppliers and sub-contractors.
- Prepare and implement on the operating system the QA/QC procedures, standard documents and templates.
- Ensure root-cause analysis, corrective and preventive actions are carried out for the project non-conformances.
- Ensure Projects Lessons Learnt are Conducted and implemented within projects.
- Track actual costs against approved budgets and commitments.
- Monitor project expenditures, purchase orders, invoices, accruals, and forecasts.
- Prepare regular cost reports, including budget status, cost variance, committed costs, forecast-to-complete, and estimate-at-completion.
- Support project managers in cost forecasting and financial decision-making.
- Review and validate contractor, vendor, and supplier cost submissions.
- Assist in change order management, including cost impact assessment and documentation.
- Maintain cost control systems, reports, and project financial records.
- Coordinate with project management, procurement, planning, finance, and accounting teams.
- Support monthly project reviews and management reporting.
- Ensure compliance with company policies, project procedures, and financial controls.
- Assist with project closeout, final cost reporting, and lessons learned.
Required Qualifications
- Minimum 10 years of relevant work experience with QA/QC within oil & gas industry.
- Bachelor’s degree in Engineering or a related field.
- Excellent English written and verbal communication skills (minimum OPIC IM2 or TOEIC speaking Level 6).
- Experience in fabrication/construction of oil & gas module/skid, pressure vessels, piping, valves and pumps
- Knowledge of international codes and standards like ASME, EN, API, IEC, NACE, GOST and European CE marking.
- Proven experience on QA/QC project management.
- Strong motivating skills and customer focused mind-set.
- Full working proficiency in English (oral and written).
- Well-developed interpersonal and communication skills.

- Certified auditor ISO 9001 (preferred).
