Navarro Research & Engineering is seeking an experienced Air Modeling and Radiological Dose Assessment Consultant to support the preparation of environmental reports and regulatory analyses for advanced nuclear technology projects. The consultant will provide technical expertise in atmospheric dispersion modeling, radiological dose assessment, and environmental impact evaluations associated with radioactive emissions.

Scope of Work

The selected consultant will support preparation of environmental analyses by:

  • Performing radiological air emissions modeling using CAP88-PC (or current CAP88 version).
  • Conducting public and environmental dose assessments associated with routine radiological releases.
  • Evaluating source terms, release scenarios, receptor locations, and exposure pathways.
  • Supporting development of environmental report sections addressing radiological impacts to workers, the public, and ecological receptors.
  • Preparing technical memoranda documenting modeling assumptions, methodologies, results, and conclusions.
  • Reviewing project data and engineering inputs to develop defensible modeling approaches.
  • Supporting responses to client and regulatory review comments.
  • Providing technical recommendations regarding applicable regulatory requirements and industry best practices.
  • Participating in virtual project meetings and coordinating with environmental, nuclear, and regulatory subject matter experts.

Requirements

Required Qualifications

  • Bachelor’s degree in Health Physics, Nuclear Engineering, Environmental Engineering, Environmental Science, or a related technical discipline.
  • Minimum 10 years of experience performing radiological dose assessments and environmental air modeling.
  • Demonstrated proficiency with CAP88-PC.
  • Experience performing atmospheric dispersion and dose consequence analyses for nuclear facilities or radiological operations.
  • Strong understanding of:
    • Radiological exposure pathways.
    • Environmental transport processes.
    • Federal radiological protection standards and dose limits.
    • Air emissions permitting and environmental compliance requirements.
  • Experience preparing technical reports suitable for regulatory or environmental review.
  • Strong written and verbal communication skills.

Preferred Qualifications

  • Experience supporting DOE, NRC, NNSA, commercial nuclear, or advanced reactor projects.
  • Familiarity with NEPA environmental reviews and environmental reports.
  • Experience using additional modeling tools such as:
    • AERMOD
    • AIRDOS/CAP88
    • RESRAD
    • GoldSim
    • Other radiological or environmental modeling platforms
  • Certified Health Physicist (CHP) credential preferred.
  • Advanced degree (M.S. or Ph.D.) in a related field.

Deliverables

Potential deliverables may include:

  • CAP88 model setup and execution.
  • Dose assessment calculations and supporting documentation.
  • Atmospheric dispersion modeling results.
  • Radiological impact assessment sections for environmental reports.
  • Technical memoranda and review comment responses.
  • Quality-reviewed modeling files and associated calculations.

Work Arrangement

  • Remote work anticipated.
  • Consultant must provide their own equipment and software necessary to perform the work unless otherwise specified.
  • Work will be assigned on a task-order basis.
  • Flexible schedule based on project needs and deliverable deadlines.

Ideal Candidate Background

The ideal consultant will have prior experience performing CAP88 modeling and radiological dose assessments for DOE sites, NRC-licensed facilities, advanced reactor developers, fuel cycle facilities, waste management projects, or other nuclear industry applications. Experience supporting environmental reports, licensing activities, and regulatory compliance evaluations is highly desirable.

Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
