Job Description

The Social Insurance Manager is responsible for the end-to-end administration, governance, and compliance of Social Insurance activities across the organization. The role ensures accurate employee registration, contribution calculations, government filings, reconciliations, inspections, and statutory reporting while maintaining compliance with Egyptian Social Insurance legislation. The position serves as the subject matter expert for all Social Insurance matters and partners closely with Payroll, Finance, People Solutions, and governmental authorities to ensure accurate and compliant operations.

The Social Insurance Manager is responsible for leading and overseeing all Social Insurance operations, compliance, governance, and statutory reporting activities across the organization. The role ensures full compliance with Egyptian Social Insurance and Labor Laws through effective management of employee registrations, contribution calculations, government filings, inspections, audits, reconciliations, and regulatory reporting.

The position serves as the organization's subject matter expert (SME) for all Social Insurance matters and plays a critical role in supporting payroll accuracy, statutory compliance, risk mitigation, and employee lifecycle management. The incumbent will drive process excellence, automation initiatives, data integrity, and continuous improvement while building strong relationships with governmental authorities and internal stakeholders.

Key Responsibilities

Social Insurance Operations Management

  • Manage end-to-end Social Insurance processes for all employees across the organization.
  • Ensure accurate employee registrations, deregistrations, salary amendments, transfers, and updates within statutory timelines.
  • Oversee submission and processing of all Social Insurance transactions through relevant governmental channels.
  • Ensure employee Social Insurance records are maintained accurately and securely.
  • Monitor compliance with all Social Insurance obligations and filing requirements.

Statutory Compliance & Governance

  • Ensure compliance with Egyptian Social Insurance Law, Egyptian Labor Law, and related governmental regulations.
  • Monitor legislative changes and assess organizational impact.
  • Develop and implement controls, policies, and procedures to ensure ongoing compliance.
  • Act as the primary liaison with Social Insurance authorities and government entities.
  • Ensure timely completion and submission of all statutory declarations and reports.

Audit, Inspection & Risk Management

  • Lead all Social Insurance audits, inspections, and governmental reviews.
  • Prepare required documentation and represent the organization during inspections.
  • Address audit findings and implement corrective actions.
  • Identify compliance risks and establish mitigation plans.
  • Conduct regular internal compliance reviews and controls assessments.

Reconciliation & Data Integrity

  • Lead monthly reconciliation between:
    • Payroll records
    • Workday data
    • Finance records
    • Social Insurance records
  • Investigate and resolve discrepancies promptly.
  • Ensure accuracy of insured salaries, contribution calculations, and employee data.
  • Establish controls to maintain data integrity across all systems.

Contribution Administration

  • Validate employee Social Insurance contributions.
  • Ensure correct calculation of employer and employee statutory obligations.
  • Manage retroactive adjustments and contribution corrections.
  • Review and approve monthly Social Insurance payments prior to submission.

Refunds, Corrections & Employee Cases

  • Manage Social Insurance refunds, claims, adjustments, and recoveries.
  • Resolve complex employee Social Insurance cases.
  • Support employees regarding retirement, disability, maternity, workplace injury, and other statutory benefits.
  • Ensure timely resolution of all government-related employee requests.

Process Improvement & Automation

  • Identify automation opportunities to enhance efficiency and accuracy.
  • Lead transformation initiatives related to Social Insurance administration.
  • Develop standardized workflows and operating procedures.
  • Improve service delivery and operational effectiveness.
  • Partner with HRIS and Payroll teams on system enhancements and integrations.

Stakeholder Management

  • Partner with:
    • Payroll
    • People Solutions

    • Internal Audit
    • Government Authorities
  • Provide guidance on Social Insurance implications of:
    • Workforce planning
    • Organizational restructuring
    • Mergers and acquisitions

Reporting & Analytics

  • Develop and maintain Social Insurance dashboards and compliance reports.
  • Track operational and compliance KPIs.
  • Provide regular reports to Payroll Leadership.
  • Analyze trends and identify opportunities for process improvement.
  • Prepare executive summaries on compliance status, risks, and key initiatives.

Team Leadership (if applicable)

  • Lead, coach, and develop Social Insurance Specialists and Administrators.
  • Establish performance objectives and service standards.
  • Ensure team capability and succession planning.
  • Promote a culture of accountability, compliance, and continuous improvement.

Qualifications

Education

Required

  • Bachelor's Degree in Business Administration, Human Resources, Accounting, Finance, Law, or related field.

Preferred

  • Postgraduate Diploma or Master's Degree in Human Resources, Labor Law, Business Administration, or related discipline.

Experience

Required

  • 8–10+ years of experience in:
    • Social Insurance Administration
    • Payroll Operations
    • Statutory Compliance
    • Government Relations
  • Minimum 3 years in a leadership or management role.
  • Extensive experience dealing directly with Egyptian Social Insurance Authorities.
  • Proven experience managing audits, inspections, and government reviews.
  • Experience managing high-volume employee populations.
  • Experience in multinational organizations and shared services environments.

Preferred

  • Experience with Payroll transformation projects.
  • Experience implementing HRIS and Payroll systems.
  • Experience with Workday and payroll integrations.
  • Experience leading automation and continuous improvement initiatives.
