Accountabilities:
- Lead pricing activities for assigned opportunities from capture planning through proposal submission, acting as the primary pricing point of contact.
- Develop competitive pricing strategies that balance customer requirements, business objectives, risk considerations, profitability goals, and Price-to-Win (PTW) strategies.
- Build, maintain, and improve complex pricing models and Excel-based financial tools to support proposal development.
- Analyze solicitations, including RFPs and RFQs, to identify pricing requirements and develop compliant cost proposals.
- Coordinate Basis of Estimate (BOE) development with technical, staffing, contracts, finance, and business development teams.
- Manage subcontractor pricing activities, including proposal reviews, cost analysis, and documentation of price reasonableness in accordance with applicable regulations.
- Conduct research on labor markets, historical pricing trends, and competitive intelligence to support pricing recommendations.
- Prepare pricing strategies, financial analyses, and recommendation presentations for leadership and proposal stakeholders.
- Develop and review cost proposal narratives and supporting documentation for compliance and accuracy.
- Support negotiations, pricing reviews, audits, and customer inquiries while maintaining alignment with government acquisition requirements.
- U.S. citizenship required.
- Bachelor’s degree in economics, finance, business, or a related field.
- 8+ years of experience in pricing, cost analysis, or related roles.
- Proven experience leading federal government cost proposals from capture and pre-RFP planning through submission, negotiations, and post-award activities.
- Strong understanding of Federal Acquisition Regulation (FAR), DFARS, Cost Accounting Standards (CAS), DCAA, and DCMA guidance.
- Advanced Microsoft Excel skills, including experience developing complex pricing models and financial analyses.
- Experience developing cost proposals across multiple contract types, including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Time & Materials (T&M), Labor Hour (LH), and IDIQ contracts.
- Ability to interpret complex solicitation requirements and develop compliant pricing strategies.
- Experience collaborating with cross-functional teams, including Capture, Technical, Contracts, Finance, and Human Resources.
- Strong analytical, organizational, and communication skills with the ability to present recommendations to senior leadership.
- Ability to manage multiple proposal efforts simultaneously while meeting demanding deadlines.
- Competitive annual salary range of $120,000 – $160,000.
