Job Summary

The Senior Project Manager owns integrated project management for a complex Federal program, enabling the agency to advance its critical mission through stakeholder engagement, streamlined event execution, and strategic communications. This role will define structure, accountability and end-to-end support for program events, which serve as vital forums for collaboration between different stakeholder groups across the agency’s mission-critical priorities.  

 

This role leads delivery execution across multiple Granicus teams and third-party partners, helping translate strategic priorities into coordinated, executable plans. This role will define multiple workstreams to guide teams for on-time delivery of project tasks and activities, in alignment with overall goals of the program, and in accordance with the contract, including a stakeholder engagement project plan, standard operating procedures, and coordinating travel and logistics for domestic and foreign events.  

 

This role drives how work gets delivered — strengthening predictability, improving coordination across federal and contractor teams, and ensuring delivery practices meet the rigor expected in a public‑sector environment (transparency, auditability, and accountability).

Essential Function 

 

  • Consistently lead, produce results and manage scope for simultaneous projects in a fast-paced environment with on-time, on-track, and on-budget deliverables. Partner with Granicus leadership to drive cross-program strategy, identifying opportunities to standardize and scale delivery models. 

  • Demonstrate excitement and expertise in developing new capabilities for event management and stakeholder engagement, alongside building and facilitating digital experiences 

  • Serve as a senior adviser to federal and internal delivery teams on stakeholder engagement and digital content. Cultivate and manage collaborative partnerships among customer and internal stakeholders to enable scoping, project, and resource decisions. 

  • Manage a diverse array of project resources to successfully complete projects. 

  • Coordinate multiple project team members to lead projects and programs throughout the project life cycle from discovery to delivery, through ongoing project management and optimization. 

  • Develop and maintain program and project management artifacts to ensure all projects have appropriate project management artifacts and processes, including custom project plans, schedules, and deliverables for external customers to satisfy quality, time, and budget. 

  • Analyze program and project roadmaps for conflicting tasks, timeline consolidation, risks, and resource allocation; identify critical path to completion and plans for risk management and mitigation. 

  • Ensure projects are completed within the constraints of scope, cost, resources, and time. 

 

Knowledge/Skills/Abilities 

 

  • ​​Proven experience in federal program delivery and stakeholder engagement strategies 

  • ​Hands‑on experience with the project management for event planning, message development, travel logistics, stakeholder engagement activities, and/or digital content creation  

  • ​Strong ability to see delivery as a system. Proven experience in designing systems-level solutions across people, process, policy, and technology.  

  • ​Proven ability to stabilize delivery in complex, high‑visibility programs 

  • ​Experience operating in federal, state, or similarly regulated environments  

  • ​Understanding of vendor‑led or hybrid delivery models (government + integrators)  

  • ​Strong experience working with documentation, governance checkpoints, and external oversight 

  • ​Skilled at managing tradeoffs without undermining team autonomy  

  • ​Strong written and verbal communication skills  

  • ​Strong facilitation skills for large‑group planning and cross‑organization forums  

  • ​Strong ability to communicate effectively with technical and non‑technical audiences 

  • ​Use of metrics to improve delivery outcomes—not as punitive reporting  

  • ​Comfortable producing delivery inputs for leadership briefings and audits​ 

Experience/Credentials: 

 

​​Required Experience 

  • ​8+ years in project management roles (Delivery Manager, Program Lead) 

  • ​5+ years leading complex projects in scaled, multi‑team environments 

  • ​Strong foundation in Project and Program Management with a focus on large communications or stakeholder engagement programs 

  • ​Demonstrated success improving delivery predictability in complex programs 

  • ​ 

​Preferred Experience 

  • ​Experience supporting Treasury, IRS, or other federal financial service programs 

  • ​Experience working alongside CORs, communication leads, and financial services program experts 

  • ​Prior leadership in cross‑vendor delivery coordination 

  • ​ 

​Certifications (Preferred) 

  • ​Bachelor’s degree in Business, Public Administration, Communications, or related field.​ 

Other Job Info 

  • This role will be performed onsite at the customer offices in Northern Virginia, and/or Washington, DC.  

  • The candidate will be required to obtain a confidential security clearance, with sponsorship from the customer agency.  

  • This role will also require both domestic and international travel. A valid U.S. passport will be required.

  • Must be able to obtain a public trust clearance. 

  • Due to security requirements, this position is currently open only to U.S. citizens. Additionally, you must have been a resident of the U.S. during at least three (3) of the last five (5) years. Exceptions are possible for applicants who worked for the U. S. Government as an employee overseas in a Federal or military capacity; and/or been a dependent of a U.S. Federal or military employee serving overseas. Such applicants must be able to provide state-side reference coverage. State-side coverage information is required to make a suitability or security determination.

Pay Range

USD $120,000.00 - USD $140,000.00 /Yr.
