Job Purpose
The Trade Compliance Department implements and coordinates compliance and supply chain security activities related to all import and export activity done by or on behalf of AHM, HDMA, HPD, HACI, and Honda Aero. From an import perspective, the department is primarily responsible for declaring the proper value, classification, rate of duty, and other information applicable to imported merchandise and providing this information to U.S. Customs and other governmental agencies. Trade Compliance is also responsible for ensuring compliance under export regulations, including denied party screening, onboarding foreign nationals, and assigning ECCN numbers. The department participates in preferential programs designed to eliminate, reduce, or defer tariffs, including Duty Drawback and Free Trade Agreements, which require product qualification analysis, certification validation, and interaction with suppliers, outside vendors, and government agencies. The Senior Customs Administrator supports specific functions to maintain compliance with applicable laws and regulations and documents processes and procedures. This role requires continuous learning, consistent interaction with internal and external customers, the ability to solidify working knowledge of applicable regulations, and the ability to work independently while taking on increased responsibility.
Key Accountabilities
- Support department operations related to import and export functions, supply chain security (CTPAT), local content reporting, and preferential trade programs
- Manage customs clearance of imported merchandise and ensure required data elements are submitted in accordance with regulatory requirements and deadlines
- Manage complex cargo movements across all modes of transportation
- Assess valuation, HTS codes, and other government agency requirements for imported and exported products
- Manage post-entry corrections while handling day-to-day transactions with internal associates and external customs brokerage firms
- Support export compliance procedures such as denied party screening, onboarding foreign nationals, ECCN research, and export sanctions review
- Manage local content reporting required for government regulations and interact with suppliers to gather detailed part cost data
- Conduct audits using statistically relevant random sampling methods to identify trade compliance rates
- Review audit exceptions, identify areas of concern, and coordinate appropriate countermeasures
- Review technical product information to ensure specifications are accurately reflected in Honda’s internal systems
- Prepare technical information for presentation and reporting to federal government agencies such as Customs and Border Protection, Bureau of Industry and Security, Office of Foreign Assets Control, DOT/NHTSA, EPA, and FDA
- Review technical drawings from Honda engineering systems such as GCC, BEAM, NEWS, and other Honda product catalogs to assign HTS and ECCN classifications
- Access BOM structure and cost data from Cost Simulation System, eQuote, Parts Content Certification forms, and SRM to support local content analysis and reporting
- Develop and maintain written instructions, operating standards, training documents, and backup documentation to support governmental audits, data validation, reasonable care, and record retention requirements
Qualifications, Experience, and Skills
MINIMUM EDUCATION
- BA/BS degree in International Business, Business Administration, Accounting, Supply Chain Management, or a related field preferred. Other applicable education and experience will be considered
MINIMUM EXPERIENCE
- 5+ years of import/export and trade compliance experience within the industry or with a customs broker or freight forwarder
- Licensed Customs Broker preferred
- Certified Customs Specialist preferred
- Thorough working knowledge of U.S. Customs & Border Protection import regulations (19 CFR), policies, procedures, and programs including Reconciliation, Valuation, HTS, COO, and audit

- Strong analytical skills, compliance mindset, attention to detail, and organizational skills
- Excellent oral and written communication skills
- Strong computer skills including proficiency in MS Word, advanced Excel, PowerPoint, and database tools
- Working understanding of Honda products, business operations, internal systems, and data elements
- Supervisory skills and experience
