General Dynamics Information Technology (GDIT) is seeking a passionate, highly skilled, and self-motivated Program Senior Manager to support our State Health customers and help deliver comprehensive public health and technology solutions. Our GDIT State & Local LLC team provides innovative health technology, MMIS, data analytics, and business operations capabilities to state government clients.
As a Program Senior Manager, you will support and manage programs designed to meet each state’s specific needs and objectives. This role oversees complex IT contracts and technology service offerings, ranging from multitower operations to specialized system solutions. We are looking for a customer focused, collaborative leader who is committed to delivering excellence and driving impact for our clients and the broader State and Local Health sector.
You will support program operations, lead a large team, maintain strong customer relationships, and partner closely with internal resources and partners to ensure program execution aligns with mission, operational priorities, and business strategy.
HOW YOU WILL MAKE AN IMPACT
Collaborate
• Support change control activities across the program.
• Partner with internal and external stakeholders, vendors, and subcontractors to advance strategic, operational, and performance improvement objectives.
• Coordinate cross-functional activities across DDI, Certification, and O&M/Configuration phases to ensure unified execution.
• Foster collaboration with State partners and CMS to maintain alignment with regulatory expectations and certification requirements.
Connect
• Bridge business and technical needs, ensuring clear communication and customer focused execution.
• Translate complex program, technical, and policy requirements into actionable guidance for teams and stakeholders.
• Maintain alignment between stakeholder priorities and program delivery through active engagement and continuous feedback loops.
Communicate
• Manage communication regarding system design, development, and program activities for clients.
• Maintain effective communication channels across the program.
• Ensure timely and accurate communication of status, risks, decisions, and program impacts to leadership, the State, CMS, and partner organizations.
• Prepare and deliver clear, concise documentation supporting regulatory, certification, and contract obligations.
Develop
• Encourage team skill growth, mentoring staff, and supporting development within the program.
• Promote knowledge sharing across teams to improve efficiency and reduce delivery risk.
• Support development of best practices and program standards that strengthen quality and consistency across phases.
Direct
• Support contract administration activities, ensuring quality of performance and compliance at every stage.
• Manage program phases from initiation through completion within established scope and on time.
• Oversee adherence to contractual deliverables, milestones, and reporting requirements, including CMS, State, and federal guidelines.
• Ensure proactive issue escalation, decision tracking, and resolution management across the program.
Evaluate
• Ensure system design and development activities comply with regulations and process guidelines.
• Monitor performance metrics, deliverable quality, and compliance with certification requirements.
• Validate alignment of design, functionality, and outcomes with RFP commitments and Conditions for Enhanced Funding.
Implement
• Support processes for estimating design and development efforts.
• Help establish milestones, monitor progress, identify program issues, and assist in solving challenges such as resource allocation or requirements changes.
• Drive execution of CMS certification processes and ensure timely completion of required artifacts, evidence, and outcomes.
• Facilitate operational readiness and transition activities across releases and program phases.
Improve
• Recommend improvements to enhance performance for new and existing client programs.
• Identify process inefficiencies and propose solutions grounded in industry standards and compliance expectations.
• Support continuous improvement activities tied to program risk reduction, quality assurance, and streamlined certification workflows.
Lead
• Serve as a primary point of contact for program activities.
• Support program reviews related to schedule, cost, and technical performance.
• Provide direction and clarity for cross-functional teams, ensuring alignment to program governance and strategic goals.
• Lead interactions with CMS, the State, vendors, and subcontractors to ensure consistent delivery and accountability.
Negotiate
• Participate in contract discussions and modifications.
• Contribute to proposals, business plans, statements of work, budgets, and negotiation of contract terms.
• Support development of contract artifacts that reflect updated RFP requirements, certification expectations, and operational needs.
• Engage with partners to establish clear agreements on deliverables, schedules, and performance metrics.
WHAT YOU’LL NEED TO SUCCEED
Required Qualifications
• Bachelor’s degree in a related field, or a combination of education and four additional years of directly relevant experience.
• Minimum of five (5) years of program management experience of complex IT and/or Operations contracts within Medicaid or the healthcare industry.
• Minimum of five (5) years’ experience managing staff
Preferred Qualifications
• Minimum of three (3) years’ experience in provider operations and/or claims processing support (preferred, but not required).
• Minimum of five (5) years in design, development, implementation, operations, maintenance, or modification of large MMIS or insurance applications.
• Familiarity with Medicaid provider screening, enrollment, and monitoring.
• Experience managing healthcare programs for a state agency or contractor serving a State health program.
• Experience managing large software development programs with budgets exceeding $10M a year or prior experience as an account manager for state health programs.
• Master’s degree.
• PMP certification.

The likely salary range for this position is $129,813 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.Scheduled Weekly Hours:
