This is a pivotal leadership opportunity within the new NZTA Integrated Delivery Model (IDM). The ideal candidate will combine strong renewals expertise, commercial acumen, and people leadership to drive exceptional outcomes across the Central Waikato state highway network.
As NZTA transitions to the new Integrated Delivery Model (IDM), this role presents a unique opportunity to help shape the future of transport infrastructure delivery in New Zealand. You'll lead a high-performing team responsible for pavement, surfacing, structures, drainage renewals and associated works while fostering a culture of safety, collaboration, innovation and continuous improvement.
Reporting to the IDC Contract Manager, you will be responsible for leading the Renewals Forward Works Programme, ensuring projects are delivered safely, efficiently, on budget and to the highest quality standards. You'll work closely with NZTA, internal stakeholders, suppliers and contractors to achieve exceptional outcomes for our customers and communities.
This role offers the opportunity to influence strategic decision-making, drive operational excellence, and play a key role in delivering long-term value for New Zealand's transport network.
Key Responsibilities
Leadership & Team Development
- Lead, coach and develop the Renewals team, internal departments, subcontractors and suppliers to achieve outstanding performance.
- Champion the transition to the new IDM environment.
- Foster a culture of accountability, collaboration, innovation and continuous improvement.
- Mentor emerging talent, direct reports, graduates and future leaders.
Programme & Operational Delivery
- Lead the delivery of renewal programmes across pavement, surfacing, drainage and structures assets.
- Manage forward works planning to optimise resource utilisation and delivery outcomes.
- Ensure projects are delivered safely, on time, within budget and to specification.
- Support contract performance and achievement of financial and operational targets.
Financial & Commercial Management
- Oversee renewals budgets, forecasting and programme performance.
- Monitor costs against tender assumptions and business objectives.
- Drive value-for-money outcomes and continuous improvement initiatives.
- Support robust planning, estimating and reporting processes.
Stakeholder & Relationship Management
- Build trusted relationships with NZTA and key industry partners.
- Promote a collaborative "Working Together" approach across all stakeholders.
- Act as an ambassador for the business through strong communication and customer focus.
- Influence positive outcomes through strong stakeholder engagement.
Safety, Quality & Risk
- Champion Zero Harm and lead by example.
- Ensure strong quality assurance systems, processes and controls are embedded.
- Drive compliance with safety, environmental and quality requirements.
- Identify and mitigate operational and commercial risks.
Important Skills | Nga pūkenga matua
You'll be an experienced infrastructure professional with a passion for leadership and delivering quality outcomes.
To be successful, you'll bring:
- BE (Civil), NZ Diploma in Engineering (Civil), or a relevant engineering qualification, or equivalent industry experience.
- Full Class 1 Driver Licence.
- Experience managing civil infrastructure, road maintenance or renewal programmes.
- Strong understanding of asset lifecycle management and maintenance delivery.
- Experience in cost estimation, budgeting and performance-based contract environments.
- A proven ability to lead high-performing teams and drive positive culture change.
- Strong commercial awareness and strategic thinking capability.
- Excellent communication, stakeholder management and influencing skills.
- A commitment to safety, continuous improvement and delivering exceptional customer outcomes.
