Open original postingManage and support preconstruction activities for locally administered projects. Provide analysis and support to assigned program area by planning, developing, monitoring and evaluating projects, programs and policies.
How you will contribute:
Communications: Communicate with citizens, public officials, state employees and business representatives. Respond to inquiries and concerns. Communicate technical aspects of projects to citizens in a manner in which they understand the results of project activities.
Project Design and Plan Development: Serve as project lead beginning with project scoping and development of project narrative. Coordinate development of construction projects to include small, limited scope projects through preliminary engineering and right of way phases. Ensure all project development is performed under the supervision of a responsible charge engineer to meet signing and sealing requirements. Provide assistance to localities in the development of projects. Monitor IPM and project pool for project development activities. Enter data on project schedules. Prepare and submit documents to meet project schedules. Coordinate with all necessary disciplines. Provide solutions to project problems and issues.
Time Management: Prioritize and organize work to support project work schedules. Manage records including electronic and paper project documentation and files. Adapt to change in job assignments, methods, personnel and surroundings. Report status regarding ongoing project assignments and schedules to supervisor. Report to supervisor when away from work area.

Skill in the use of computers, software applications and reporting tools.
Minimum Qualifications:
Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
Ability to interpret, apply applicable state, federal rules, regulations, practices, policies and procedures.
Ability to prepare, maintain records and reports.
Knowledge of civil engineering principles related to roadway design.
Knowledge of construction, maintenance contract policies and procedures.
Knowledge of roadway design criteria, basic storm water management regulations and construction methods.
Skill in providing, promoting good customer service to customers.
Skill in reading and interpreting plans.
Skill in the use of computers, software applications to include software for project documentation, communications and databases.
Additional Considerations:
Knowledge of VDOT standards, specifications and construction materials.
Skill in the use of IPM, PCES, and MS Office software.
Technical experience in civil engineering, mathematics or computer technologies.
