Manage the statewide air quality and noise abatement programs and multi-disciplinary staff in support of VDOT's planning and construction program. Conduct strategic planning to ensure the section's mission and resource allocations remain responsive to a changing regulatory environment. Provide policy and technical support to VDOT and its customers. Plan, organize, and administer assigned Environmental programs. Establish policies and procedures and provide technical expertise relating to assigned program area(s) to ensure liabilities potentially incurred by VDOT are minimized through interpretation and implementation of federal, state and local laws, regulations and policies. Manage staff of experts to accomplish the Division's goals. Recommend policy, establish procedures and monitor for quality assurance.
How you will contribute:
Law and Regulation Interpretation: Assess the impact of laws and regulations and develop responses and recommendations. Advise management of pending impacts or changes and develop implementation plans for process changes.
Manage Environmental Programs: Provide statewide planning, guidance, and program leadership on assigned programs. Ensure regulatory compliance in all program administration activities. Streamline program activities as needed to ensure efficiency. Ensure program development is based on relevant laws, regulations, policies and procedures. Monitor, review and interpret laws, regulations and policies affecting VDOT. Facilitate statewide training programs. Develop and manage annual budget to support programs assigned.
Management of Air Quality and Energy Programs: Perform, review, assign, and receive federal approvals of air quality and energy studies. Develop and oversee budget. Perform strategic planning and program evaluation. Manage air quality and NEPA consultant contract.
Noise Abatement Program: Manage VDOT's statewide transportation noise abatement program with oversight of the associated activities. Provide planning, guidance and program leadership on noise abatement issues. Perform, review, assign and receive federal approvals of noise abatement studies and acoustical designs by established deadlines. Develop and manage noise section and consultant task budgets; negotiate and critically review consultant contract and work scopes related to noise studies and mitigation designs. Perform strategic planning and program evaluations ensuring work is completed in compliance with state, federal and VDOT policies. Administer highway noise consultant contract. Provide expert testimony and assistance to the Attorney General regarding litigation related to transportation projects.
Policy Administration: maintain and update Air Quality Consultant Guide and Standard Operating Procedures. Maintain and update State Noise Abatement Policy. Establish and maintain Memorandums of Understanding related to program areas. Respond and develop position on proposed state and federal regulations regarding transportation air quality and noise abatement. Develop briefings, position papers and special reports on complex issues and new regulations and policies for public officials, public and private sector. Provide VDOT advice and guidance on noise mitigation designs, regulations and policies related to transportation projects. Develop and update Interagency Consultation Group Procedures required by regulatory changes.
Program Compliance and Guidance: Monitor, review and interpret related laws, regulations and policies affecting VDOT's operations and ensure necessary tools for compliance are available. Develop clear and concise regulatory impact documents, as well as reasonable and effective processes and procedures to facilitate compliance. Advise VDOT management of potentially significant regulatory or legal impacts to VDOT operations.
Team Building: Seek and encourage creative problem solving and information sharing across the Department. Provide professional feedback and create partnerships.
Technology Transfer: Identify and provide training or overviews to District Environmental Staff and other agencies. Determine need for training and research taking steps to implement as needed. Provide programmatic research ideas annually to the Environmental Research Advisory Committee.

A combination of training, experience, or education in Environmental Science, Geology, Hydrogeology, Chemistry, Environmental Engineering or related field desired.
