ACCOUNTABILITY STATEMENT:
Lead and oversee Finance Shared Services, including Accounts Payable, Accounts Receivable, Revenue and Auditing, and Payroll, to ensure accurate, timely, and well controlled financial operations across the Ontario Northland Transportation Commission (ONTC). This role supports organizational success and service delivery by providing strategic leadership, driving process improvements, ensuring strong internal controls, and delivering integrated financial support to ONTC operating divisions, employees, customers, vendors, government agencies, and other external stakeholders.

MAJOR DUTIES/ RESPONSIBILITIES:
• Lead and oversee Finance Shared Services operations, including Accounts Payable, Accounts Receivable,     Revenue and Auditing, and Payroll, ensuring accurate, timely, and well controlled financial services across the   organization.
• Establish strategic priorities, goals, service standards, performance measures, and key performance indicators    for Finance Shared Services teams.
• Identify and implement process improvements that enhance efficiency, accuracy, internal controls, customer       service, and overall service delivery.
• Provide leadership, coaching, performance management, training, and development to staff while fostering a     high-performing and customer-focused team environment.
• Manage employee relations matters, including performance issues, discipline, grievances, and collective     agreement administration, in collaboration with Human Resources.
• Ensure compliance with policies, procedures, legislative requirements, and internal control standards, including   appropriate segregation of duties and financial oversight.
• Oversee revenue verification, recording, billing, auditing, settlement, customer invoicing, payment processing,     collections, reconciliations, and resolution of customer account issues.
• Review and approve credit applications, account adjustments, interest charge write-offs, and customer account   write-offs within delegated authority levels.
• Manage relationships with customers, vendors, collection agencies, and external stakeholders to support the   effective resolution of financial matters.
• Oversee vendor payments, invoice processing, employee reimbursements, advances, and accounts payable   transactions exceeding $100 million annually.
• Provide leadership and guidance for payroll operations, including payroll processing, remittances, deductions,   adjustments, pension administration, and regulatory compliance.
• Approve payroll remittances and statutory payments, ensuring accuracy and compliance with applicable   legislation and reporting requirements.
• Lead and support financial systems, workflow, service model, and process improvement initiatives while   ensuring operational continuity and effective implementation.
• Resolve complex operational and financial issues, collaborate with internal and external stakeholders, and   provide recommendations, analysis, and operational updates to senior leadership.

REQUIREMENTS:
• University degree in Business Administration, Accounting, Finance, or a related field
• Chartered Professional Accountant (CPA) designation or Payroll Leadership Professional (PLP) certification
• Minimum 5 years of progressively responsible experience in finance, accounting, payroll, accounts payable,   accounts receivable, revenue auditing, or finance shared services
• Experience managing high volume financial transactions, including vendor payments, customer accounts,   collections, reconciliations, remittances, and financial reporting
• Proven leadership experience managing, coaching, mentoring, and developing teams in a service focused     environment
• Experience working within a unionized environment, including employee relations, grievance handling, discipline processes, and collective agreement interpretation
• Strong knowledge of finance shared services operations, including Accounts Payable, Accounts Receivable,     Revenue Auditing, and Payroll
• Thorough understanding of internal controls, segregation of duties, audit requirements, financial policies, and     accountability frameworks
• Knowledge of public sector accounting principles, procurement practices, and financial controls related to   operational and capital expenditures
• Experience with payroll administration, statutory remittances, government reporting requirements, and payroll     related legislation
• Experience using ERP systems, financial management systems, Microsoft Office applications, workflow tools,   and reporting platforms
• Strong analytical and problem-solving skills with the ability to assess risk, resolve complex issues, and make   sound business recommendations
• Excellent communication, interpersonal, customer service, and conflict resolution skills, with the ability to work    effectively with employees, leaders, vendors, customers, unions, agencies, and external stakeholders
• Demonstrated ability to manage multiple priorities, meet deadlines, and maintain accuracy in a fast paced,     high-volume environment
• Strong organizational, planning, change management, and continuous improvement skills with a focus on     operational excellence and service delivery
