The role evaluates whether transaction monitoring controls provide appropriate coverage of money laundering and terrorist financing risks across in-scope products, services, business segments, transaction types, red flags, and typologies. This position plays a key role in maintaining coverage assessment documentation, identifying potential coverage gaps or enhancement opportunities, and supporting governance, quality review, and stakeholder engagement activities.
Key Accountabilities
- Execute and support annual and ad-hoc Transaction Monitoring Coverage Assessments in accordance with established procedures, timelines, and governance expectations.
- Maintain, review, and update typology, red flag, product and service, transaction type, and control inventories used to assess coverage.
- Map applicable products, services, business segments, transaction types, red flags, typologies, and controls to support evidence-based coverage analysis.
- Assess transaction monitoring coverage to identify potential gaps, enhancement opportunities, or areas requiring further stakeholder review.
- Document assessment methodology, analysis, outcomes, approvals, and supporting evidence in a clear, organized, and audit-ready manner.
- Support quality review processes by validating assessment components, challenging assumptions where appropriate, and ensuring accuracy and completeness of documentation.
- Prepare and support the socialization of assessment results with impacted stakeholders and governance forums, including the Transaction Monitoring Governance Committee where required.
- Maintain awareness of regulatory developments, emerging risks, business changes, and product or service changes that may impact transaction monitoring coverage.
Qualifications and Experience
- Experience in AML/ATF, financial crime risk management, transaction monitoring, compliance, risk assessment, audit, controls testing, or a related risk management function.
- Knowledge of money laundering and terrorist financing risks, typologies, red flags, transaction monitoring concepts, and regulatory expectations applicable to financial institutions.
- Experience reviewing or maintaining risk, control, product, service, or transaction inventories is considered an asset.
- Experience preparing formal documentation, assessment summaries, governance materials, or stakeholder-ready analysis in a regulated environment.
Key Skills and Competencies
- Strong analytical and critical thinking skills, with the ability to assess complex risk and control information and draw well-supported conclusions.
- Excellent written communication skills, including the ability to document analysis, decisions, and outcomes clearly and professionally.
- High attention to detail and ability to organize, review, and reconcile information across multiple sources and inventories.
- Strong stakeholder management and collaboration skills, with the ability to work effectively with FCRM partners, Business Oversight, First Line teams, technology partners, model teams, and governance stakeholders.
- Ability to manage competing priorities, meet timelines, and support both planned annual assessments and time-sensitive ad-hoc assessments.
- Strong data visualization and presentation development skills, with the ability to analyze complex information and translate it into clear, concise, visually appealing materials that support effective decision-making and can be confidently presented to executive audiences.
- Sound judgment, professional skepticism, and the ability to identify when issues require escalation or additional review.
Stakeholder Engagement
The successful candidate will collaborate with FCRM stakeholders, Business Oversight, First Line Lines of Business, Risk Assessment partners, technology and model teams, and governance forums to obtain relevant information, validate coverage assumptions, socialize results, and support escalation or approval through appropriate governance channels.
