Senior Manager, Aviation Compliance and Policy

The Senior Manager, Aviation compliance and policy ensures compliance with applicable aviation regulations, industry standards, customer requirements, and company procedures by developing, implementing, and managing aviation compliance programs. The role supports operational safety, risk management, audit readiness, and continuous improvement across aviation operations.

This position collaborates closely with Flight Operations, Engineering, Quality, Safety, aviation regulators, and customers, and reports to the Senior Director of Flight Operations and Exercises.

 Responsibilities:

Aviation Compliance & Certification:

  • Establish the certification basis for UAV, managing and presenting certification plans.
  •  Monitor compliance with applicable aviation regulations, standards, and organizational requirements.
  •  Coordinate internal compliance audits, inspections, and regulatory assessments; approves final compliance documents.

Safety verification:

  •  Conduct and review safety risk assessments and evaluate aircraft design revisions.
  •  Promote a culture of safety, accountability, and continuous improvement.

Airworthiness compliance:

  •  Negotiates means of compliance directly with military & civil airworthiness authorities

Regulatory Development:

  •  Shape and update airworthiness standards (align with STANAG). 
  •  Interpret regulatory requirements and communicate changes to operational departments.
  •  Support external audits conducted by aviation authorities, customers, and certification bodies.

Airspace coordination: 

  •  Liaise with regulatory authorities to enable operations within EU airspaces and other locations where demonstrations and sales may take place

International demonstrations:

  •  Serve at site lead for demonstrations in other countries while ensuring compliance and options to fly within demonstration airspace.

Policy oversight: 

  •  Develop, review, update, and maintain aviation policies, procedures, and guidance documents. 
  •  Support development of operational manuals. 
  •  Collaborate with operational, maintenance, training, safety, and quality teams to ensure policy alignment.
  •  Participate in investigations involving regulatory or policy non-compliance.

Qualifications:

Mandatory:

  •  Bachelor’s degree in Aviation, Aviation Management, Public Administration, Business, Law, Safety Management, or a related discipline Master’s degree desired
  •  At least 10 years of experience in aviation or the military sector.
  •  Strong analytical skills and a high sense of responsibility.
  •  Knowledge of national and international aviation regulations.
  •  Experience with UAV certification; successful certification of UAV platforms
  •  Knowledge of EASA, ICAO, military airworthiness
  •  Experience developing organizational policies and procedures.
  •  Excellent communication and stakeholder engagement skills.
  •  Ability to interpret complex regulatory requirements and translate them into operational guidance.
  •  Proficiency in Latvian and excellent command of English.

Preferred:

  •  Experience working with a civil aviation authority, airline, airport, aviation service provider, or government agency.
  •  Knowledge of Safety Management Systems (SMS), Quality Management Systems (QMS), and risk management principles.
  •  Experience supporting regulatory audits and inspections, internal auditing.
  •  Relevant compliance, quality, or aviation certifications.
  •  Aviation regulatory compliance and regulatory interpretation.
  •  Policy development and governance.
