Our differentiated battle management and cyber solutions deliver timely, mission-enabling information and provide superior situational awareness and understanding to protect the U.S. and its global allies.Northrop Grumman Mission Systems is looking for you to join our Long-Range Air Defense (LRAD) Operating Unit within the Land and Maritime Sensors Business Unit as a Production Operations Manager 3 based out of Elkridge, MD.This role will support several international programs primarily based at our Troy Hill site.What You’ll Get to Do: Acts as the primary manufacturing liaison to program management for development and execution of the manufacturing strategyActs as primary product development, manufacturing, and test contact for program activities, leading program review sessions with internal and external customer to discuss operational aspects of technical, cost, and schedule performanceOversee and manage product development, manufacturing, and test, global supply chain, and mission assurance activities and serve as primary liaison to program managementAssesses project and technical issues and develops and drives action plans and resolutions to meet productivity, quality, and stakeholder satisfaction goals and objectivesDevelops mechanisms for monitoring project progress and for intervention and problem solving with program managers, engineering, suppliers, line/cell managers, and customersManages the operations CAM portion of program costs using EVMS methodology, inclusive of baselines, Comprehensive Estimates at Complete, monthly Business Management cycle requirements, and weekly/monthly cost reporting.Coordinates and leads the preparation of proposals; prepares and reviews all manufacturing Basis of Estimate justifications, creates master production schedules, and coordinates material planning and production scheduling to include all aspects of producing product through deliveryDrives continuous improvement through mitigating risks and realizing opportunitiesWill be a functional manager to a team of 5-10 Operations Program ManagersBasic Qualifications: A Bachelor's degree with a minimum of 8 years of experience in Project/Program Management, Manufacturing Engineering, or other related discipline; Master’s degree with a minimum of 6 years of work experience in Project Management, Manufacturing Engineering, or other related disciplineExperience as a Functional Manager and leading people across large organizations  Experience with cost, schedule, project leadership, and/or process improvement Experience acting as a liaison between multiple disciplines to solve complex problems with limited resources in a timely manner Experience troubleshooting and developing creative solutions to meet customer demands Experience driving continuous improvement through mitigating risks and realizing opportunities Ability to obtain and maintain a U.S. Government Secret Security ClearanceU.S. Citizenship requiredPreferred Qualifications: A current/active DoD Secret Security ClearanceProject Management Professional (PMP) certificationExpertise in earned value management, proposal preparation, and/or integrated master schedule (IMS) developmentManufacturing experience of defense related electronicsContinuous improvement techniques – Six Sigma, Kaizen, LEAN, Red X, etc.Proposal creation and labor estimatingTechnical project management through different parts of the program/project life cycleExperience working diverse contract types ( CPFF.
