About the Team and Role:

The Risk Strategy, Operations & Policy Governance team at eBay is a high‑impact, fast‑moving organization that drives scalable transformation across our global Risk ecosystem. We partner across Risk Policy, Product, Business, Finance, Legal, Procurement, and Technology to embed strong governance discipline into strategic execution and ensure our risk practices evolve with the pace of the marketplace.

The Risk Business Operations Analyst plays a critical role in driving operational excellence and enabling strategic execution across eBay’s global Risk organization. This role manages core risk business operations—including OPEX, headcount (FTE & AWF), vendor spend, and operational reporting—while partnering closely with PMO and Risk leadership to support strategic planning, capacity management, and organizational readiness.  

We’re looking for a proactive, detail‑driven operator who thrives in fast‑moving environments, builds strong cross‑functional partnerships, and brings clarity, structure, and accountability to complex operational workflows. This is a high‑visibility role with direct impact on how the Risk organization plans, executes, and scales.

What You Will Accomplish:

  • Business Operations Management — Manage OPEX, headcount (FTE & AWF), vendor spend, and operational reporting to ensure financial discipline and workforce alignment across the Risk organization.

  • Vendor & AWF Support — Support vendor management activities, including AWF planning, invoice reconciliation, performance tracking, and procurement workflows.

  • Strategic & Execution Planning — Partner with PMO and Risk leadership to coordinate strategic priorities, capacity planning, scenario modeling, and execution roadmaps.

  • Reporting & Analytics — Build and maintain reporting across OPEX, vendor spend, and top Risk initiatives. Define business requirements, support dashboard development, and use Airtable and BI tools to track organizational health, operational blocks, and KPIs that enable data‑driven decision‑making.

  • Process Improvement & Automation — Identify opportunities to streamline workflows, automate manual processes, and enhance operational efficiency using AI and business tools.

  • Leadership Support — Prepare executive‑ready presentations, business reviews, and briefing materials that drive clear, persuasive decision‑making.

  • Special Initiatives — Lead and support ad‑hoc projects that improve operational effectiveness, organizational readiness, and business execution.

What You Will Bring:

  • Dedication to working Hybrid Model with 3+ days per week onsite at our Austin, TX office.

  • Bachelor’s degree or equivalent experience

  • 5+ years in Business Operations, Operational Analysis, Workforce Planning, Process Improvement, or related fields

  • Experience in risk, compliance, payments, fintech, or other regulated environments

  • Experience managing vendor contracts, procurement workflows, and AWF operations

  • Experience supporting enterprise workforce planning across FTE and AWF populations, including vendor invoice reconciliation and financial reporting

  • Experience with capacity modeling and scenario planning

  • Experience in high‑growth or transformation environments, with the ability to bring structure and clarity to evolving operational needs

  • Strong analytical and problem‑solving skills with exceptional attention to detail

  • Proven ability to coordinate cross‑functional initiatives and drive action items to completion

  • Experience preparing executive‑level presentations, business reviews, and operational reporting

  • Proficiency with Gsuite and experience with tools such as Tableau, Sherlock, Fieldglass, Ariba, AirTable, or similar BI platforms

  • Experience defining business requirements and operationalizing KPIs, vendor metrics, and reporting

  • Experience leveraging AI tools to automate workflows and enhance operational processes (preferred)

Additional Details

The base pay range for this position is expected in the range below:

$90,000-$125,000

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.

If hired, employees will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
