Open original postingDesign complex bridges, box culverts and other structures. Provide engineering solutions to design problems that arise in the design section. Review and coordinate the design and preparation of bridge construction projects performed by consulting engineering firms. To lead team and provide engineering expertise for assigned program areas. Provide engineering assistance and support to internal and external stakeholders. Serve as engineering team leader by managing, supervising, training, coordinating, reviewing, and instructing the work of engineers and technicians. Coordinate projects with divisions, districts and other governmental agencies. Review and check work of section members. Balance staff workload ensuring projects are completed on schedule and within budget.
How you will contribute:
Bridge and Structure Design: Apply knowledge of bridge design and the principles of civil engineering to manage complex projects. Take action to resolve difficult problems. Review preliminary plans, final designs, and construction drawings at various stages in preparation, including calculations, estimates, construction plans, drawings and other related data.
Consultant Management: Monitor contracts and review design services provided my engineering consultants. Participate in consultant selection through interview, preparation of manpower estimates, and contract negotiation. Assist in developing design concepts, methodology, and criteria. Ensure Manual for Procurement and Management of Professional services is followed for the procurement, selection and administration of consultant contracts.
Expert Technical Consultant: Provide technical engineering advice, guidance and training to staff, other VDOT sections and agencies on engineering program materials, policies, procedures, laws, regulations and guidelines.
Manage Special Projects or Initiatives: Provide support to leadership by conducting or leading special program initiatives or projects as assigned. Represent VDOT or assinged program area on various committees or task groups as required.
PPTA and Design Build Representative: Provide leadership for Structure and Bridge design during review, negotiation, administration, and construction of PPTA and Design Build Projects.
Program Delivery: Review, develop, and update guidelines, policies, procedures and directives for statewide implementation. Assist in monitoring, reviewing and developing technical documents for engineering program directives and procedures. Provide program leadership and evaluate current statewide programs and policies, and proactively identify ways to improve and enhance safe, effective and efficient methods.
Quality Control: Maintain quality of product produced by section. Perform required checks throughout review process. Ensure electronic files are archived at proper stages of project.
Team Leadership: Allocate and coordinate workload demand. Provide oversight of multiple projects. Meet regularly with section members to review work progress and resolve any problems to keep projects on schedule. Ensure all project elements conform to applicable agency, state and federal guidelines and are managed in accordance with the division's processes.

Skill in the use of computers and software applications to include engineering software, project management software and spreadsheet analyses.
Minimum Qualifications:
Ability to communicate effectively orally and in writing with internal and external customers.
Ability to provide direction to staff, review productivity and performance of staff and determine workload delegation for team.
Degree in Civil Engineering, Structural Engineering or related field.
Experience applying state and FHWA procurement laws, practices and policies and contract management.
Experience applying team leadership principles; productivity and performance measurement tracking and review.
Experience in bridge design, structural analysis and FHWA design practices and standards.
Experience providing guidance on policy and procedure interpretation relating to program areas.
Leadership experience for a structural engineering team as well as leading the development of engineering projects.
Skill in the use of computers and software application to include Microsoft Office and engineering related software.
Valid Professional Engineer's license.
Additional Considerations:
Experience at a team leader level providing oversight of the work of professional engineering staff; productivity and performance management.
Experience in planning and project management of capital outlay and other construction projects.
Experience with oversight of project delivery; the design and analysis of bridges and other structures; and administration of consultant contracts.
Progressive managerial and leadershiop experience in a large organization. Experience overseeing professional engineering staff.
Progressively responsible project management experience. Experience in dealing with local governments, elected officials, citizens, and engineering consultants.
