Determine training needs and provide staff instruction for ferry operations. Coordinate, schedule and teach marine-related training to ferry personnel. Manage facility safety program. Position is designated as essential and as such, all duties associated with this job are required during emergency situations which may include but are not limited to inclement weather, disaster response, and emergency operations in accordance with DPM 1-27, Staffing for Emergency Events.

How you will contribute:
  • Applications: Assist employees with preparing US Coast Guard Merchant Mariner Credential Applications.
  • Credential Maintenance: Coordinate process for employees to obtain and renew Transportation Worker Identification Credentials.
  • Inspections and Investigations: Conduct facility and vessel safety inspections and reviews. Recommend course of action for any findings. Ensure all VDOT accident investigations and reporting are completed within allowable timeframes. Serve as Chairman and coordinate activities of local Safety Committee. Ensure all alcohol and drug screens are completed within allowable timeframes per 46CFR Part 4 requirements. Conduct alcohol and drug tests when needed per 46 CFR part 4. Coordinate with Safety and Health to schedule physicals and audiograms as needed. Conduct respirator fit test as needed.
  • Policies and Procedures: Keep abreast of changes to policies and procedures of the National Maritime Center and credentialing process.
  • Procedure Consistency: Provide and monitor regular training to crews to ensure consistency in procedures.
  • Program and Course Development: Identify areas of need for employee training to address deficiencies. Develop programs and course modules for areas of need and required training. Provide technical training for all new employees prior to their assignment to crews.
  • Records Management: Maintain training schedules and records for all employees. Maintain agency records of employees credentials.
  • Required and Refresher Training: Provide all required original and refresher training within specified timelines to ensure compliance with OSHA, USCG and other agency requirements. Conduct First Aid, CPR and Bloodborne Pathogen training.


  • What will make you successful:
  • Ability to develop and implement a needs-based training program in a marine environment.
  • Knowledge of applicable federal, state and local regulations regarding workplace safety and maritime law, as well as knowledge of USCG licensing procedures.
  • Must have or be able to obtain certification as Red Cross First Aid and CPR instructor within 6 months of hire.

  • Minimum Qualifications:
  • Ability to develop and implement a needs-based training program in a marine environment.
  • Ability to obtain certification as Red Cross First Aid and CPR instructor within 6 months of hire.
  • Knowledge of USCG licensing procedures.
  • Knowledge of applicable federal, state, local regulations regarding workplace safety and maritime law.

  • Additional Considerations:
  • A combination of training, experience, or education in Education, Training, Employee Safety or related field desired.
  • USCG license as Master, Engineer, or Mate.
