ApplyThe Integrated Solutions Technical Program Manager serves as a senior technical manager within the Traffic Operations Technology Division, focusing on applications architecture, software development, systems integration, and enterprise-level API governance and leadership. Ensure the technical requirements or the VISTA (Virginia’s Integrated Solution for Traffic-Operations Applications) program are identified, met, and compliant with security policies. Act as the technical bridge between various teams and vendors.
How you will contribute:
Data Analysis and Reporting: Research, gather and analyze data. Develop requirements for reporting and data analysis projects. Perform other forms of technical writing as needed to accomplish activities.
Documentation: Develop project documentation required by project scope and update or modify when needed. Provide documentation assistance to other technical areas. Provide documentation in order to respond to requests for information. Report status of projects to higher management and supervisors. Create, review, and validate technical documentation to ensure accuracy.
IT Policy Compliance: Ensure compliance with VDOT and VITA policies, standards and guidelines governing computer systems. Conduct architecture and design reviews to ensure compliance with integration, security, and governance standards. Establish, communicate, and enforce technical standards related to APIs, system interfaces, documentation, and security practices.
Project Lead and Collaboration: Serve as functional or technical lead on new projects or projects to enhance and maintain existing information systems. Provide technical oversight of vendors and system integrators, ensuring compliance with architecture, security, data governance, and integration standards. Collaborate with TOD Program Manager, other team members, external contractors and consultants on projects and programs and participate on project teams.
Strategic Vision: Document and refine the technical strategic vision, objectives, metrics and performance indicators for the assigned program area.
System Changes and Enhancements: Oversee the design and coding of system changes and enhancements. Assist technical team with programming assignments and implement system modifications. Ensure formal change management processes are followed for all requested changes. Coordinate User Acceptance Testing. Set standards for authentication, authorization, and optimizing API workflows for maximum efficiency.
Systems Development Analysis: Analyze requirements for systems development and system changes for customer needs. Analyze projects and define requirements. Assist with all phases of systems development including planning, analysis, design and implementation. Develop work estimates, conceptual plans and time estimates for projects. Consult during software development to align API functionality with business requirements and best practices. Define API standards, such as REST, SOAP, or GraphQL, to ensure secure and efficient data exchange.
Technical Support: Support assigned program area and provide technical guidance to team members. Collaborate with all OT and business team members to provide support and expertise. Serve as liaison to other OT sections or vendors. Provide customer assistance to analyze and resolve real-time and recurring production issues in a timely manner. Resolve complex, high-level technical issues regarding API infrastructure, authentication/authorization, request/response formatting, business logic, and server-side performance issues. Provides technical guidance, analysis and oversight in the areas of applications architecture, software development and systems integration. Acts as the bridge between technical implementation and business needs. Ensure that API development is technically sound and aligns with real-world, practical applications and compliance requirements.

Additional Considerations:
A combination of training, experience, or education in Computer Science, Information Systems, Information Technology or related field desired.
Experience in transportation systems or intelligent transportation systems (ITS).
Experience leading large-scale system integration and modernization efforts.
Experience working within state government IT governance frameworks.
Knowledge of Traffic Management/Control Systems and Traveler Information Systems
Knowledge of VDOT's Operations Technology environment.
Knowledge of VITA procurement requirements and processes.
Possession of relevant certifications such as Cloud Architect (AWS, Azure, or GCP), Certified Systems Engineering Professional (CSEP), ISSP (Certified Information Systems Security Professional), or ITIL certification.
