What is the Opportunity?

The Balance Sheet & Liquidity Risk (BSLR) team within Global Risk Management (GRM) provides independent second line oversight of the Bank’s balance sheet and liquidity risk activities across RBC’s global businesses.

As payment technologies continue to evolve and transaction volumes grow globally, this role serves as a strategic risk partner to Treasury, Capital Markets, Operations, Technology, regional business teams, and Internal Audit to strengthen the Bank’s intraday liquidity risk framework while ensuring compliance with global regulatory expectations, including OSFI,  Fed, PRA and the Basel Committee on Banking Supervision.

This role provides 2LOD independent oversight, effective challenge and governance over the Bank’s intraday liquidity risk framework, methodologies, stress testing, reporting and regulatory compliance. The successful candidate will help ensure the Bank consistently meets its payment and settlement obligations while maintaining a prudent liquidity risk profile.

Geographical Scope

  • Enterprise-wide responsibility for intraday liquidity risk oversight across Canada, the UK, Europe, Asia and the Caribbean.
  • Dotted-line oversight of CUSO intraday liquidity risk, partnering closely with the Head of US GRM Balance Sheet Risk.

What You Will Do?

  • Own the end-to-end Second Line oversight of the Bank’s global intraday liquidity risk framework, including governance, methodologies, policies, standards and reporting.
  • Independently review and challenge the Bank’s intraday liquidity risk profile across material Financial Market Infrastructures (FMIs), currencies and legal entities, including payment systems (e.g., Lynx, Fedwire), correspondent banking and securities settlement systems.
  • Provide independent oversight of First Line compliance with intraday liquidity risk policies, limits and governance requirements.
  • Review and challenge regulatory reporting, limit monitoring, liquidity usage and management actions to ensure alignment with the Bank’s risk appetite.
  • Review and challenge intraday liquidity stress testing methodologies, scenario design, assumptions, calibration and buffer adequacy across material FMIs.
  • Oversee the development and implementation of intraday liquidity stress scenarios in accordance with OSFI LAR Chapter 7 and other applicable regulatory expectations.
  • Evaluate stress testing results and recommend enhancements to strengthen the Bank’s resilience under severe but plausible scenarios.
  • Develop risk analytics, dashboards and management reporting that provide timely insights into intraday liquidity exposures, emerging risks and key performance indicators.
  • Lead Second Line engagement for regulatory reviews, supervisory examinations, internal audits and independent validation activities.
  • Review and challenge First Line regulatory submissions and ensure compliance with:
    • BCBS 248 Monitoring Tools for Intraday Liquidity Management
    • OSFI Liquidity Adequacy Requirements (LAR)
    • PRA Intraday Liquidity Supervisory Statement
    • Federal Reserve guidance and other applicable global regulatory standards
  • From a 2LOD perspective, Coordinate remediation plans arising from regulatory findings and independently monitor execution through completion.
  • Collaborate closely with Corporate Treasury, Capital Markets Treasury, Operations, Technology and regional business partners to strengthen the Bank’s intraday liquidity risk management capabilities.
  • Monitor global regulatory developments, payment system modernization initiatives (including Real-Time Payments and T+1 settlement) and emerging industry practices, incorporating changes into the Bank’s risk framework.
  • Provide strategic advice and actionable recommendations to senior management on intraday liquidity risks, regulatory developments and industry trends.

What You Need to Succeed?

Must Have

  • MBA, Master’s degree or equivalent in Finance, Economics, Mathematics or another quantitative discipline.
  • 10+ years of experience in liquidity risk management, balance sheet management, treasury risk oversight or related financial risk disciplines.
  • Deep understanding of intraday liquidity risk, payment systems, settlement processes and liquidity stress testing.
  • Strong knowledge of global regulatory frameworks, including BCBS 248, OSFI LAR, PRA and Federal Reserve guidance.
  • Experience reviewing and challenging liquidity risk methodologies, stress testing assumptions and regulatory reporting within a Second Line or independent risk oversight function.
  • Strong analytical skills with experience developing liquidity risk metrics, dashboards and management reporting.
  • Excellent stakeholder management skills with the ability to influence senior executives across Treasury, Risk, Operations and Technology.
  • Outstanding written and verbal communication skills, including experience presenting to senior management and governance committees.

Nice to Have

  • CFA, FRM or other relevant professional designation.
  • Experience supporting regulatory examinations or internal audit reviews.
  • Knowledge of payment modernization initiatives, including Real-Time Payments and T+1 settlement.
  • Experience with liquidity risk systems, data analytics and visualization tools (e.g., Tableau, or python is a plus.
