Job Description:
CUSTOMER
• Lead EFTR regulatory reporting operations and act as a manager-level subject matter expert for EFTR processes, controls, procedures, operating models, and end-to-end operational workflows.
• Oversee the analysis of current and future state EFTR business processes and operating models, including system testing activities required to deploy enhancements, fixes, and regulatory or technology changes in alignment with defined roadmaps.
• Manage the development, documentation, maintenance, and continuous improvement of EFTR process maps, procedures, job aids, control inventories, reporting inventories, governance artifacts, and quality control documentation.
• Lead and contribute to risk framework activities, including RCSA, gap assessments against standards, audit remediation, issue management, policy reviews, control execution, and self-identification of emerging issues or control gaps.
• Identify and drive opportunities to streamline, standardize, automate, and improve EFTR processes to reduce operational risk, strengthen controls, and enhance reporting quality.
• Assess the feasibility, impact, risk, resourcing, and implementation requirements of new regulatory obligations, process improvements, technology changes, and business initiatives.
• Represent EFTR Operations as a business process and people leader on projects, continuous improvement initiatives, remediation activities, regulatory change programs, and cross-functional forums.
• Build and maintain effective relationships with cross-functional partners across Operations, Compliance, Technology, Project Delivery, Data Management, Risk Management, Audit, Business Management, and other stakeholder groups.
• Lead the development and execution of communication, implementation, training, coaching, and change management plans for new or enhanced EFTR processes, controls, reporting requirements, and operational readiness activities.
SHAREHOLDER
• Prioritize, manage, and oversee workload to meet EFTR project, operational, governance, audit, quality, risk, and regulatory commitments.
• Conduct and review meaningful analysis of operational performance, quality results, exceptions, trends, control effectiveness, and risk indicators to support risk-based decision making.
• Monitor EFTR process performance and team outcomes, and identify opportunities to improve efficiency, effectiveness, control sustainability, issue prevention, and reporting outcomes.
• Ensure EFTR processes and procedures comply with internal policies, enterprise standards, AML/ATF requirements, applicable regulatory expectations, and EUC governance requirements where applicable.
• Identify, assess, document, self-identify, and escalate operational, compliance, reporting, audit, quality, technology, and control risks as appropriate.
• Apply business process management practices and provide leadership, guidance, and support to business partners and team members on EFTR process, governance, risk, quality, and control matters.

• Support recruitment, hiring, onboarding, workforce planning, and colleague development activities to build team capability and meet current and future business needs.
• Keep current on emerging regulatory requirements, industry developments, audit expectations, process management practices, analytics capabilities, and technology changes relevant to EFTR reporting.
• Act as a brand ambassador for the business unit and support a culture of accountability, risk awareness, quality, continuous improvement, and strong financial crime risk management.
BREADTH & DEPTH
• Manager-level role providing leadership for EFTR regulatory reporting operations, financial crime risk investigation support, business process management, governance, quality control, analytics, audit readiness, and testing support.
• Acts as an escalation point, people leader, and process subject matter expert within the EFTR Regulatory Reporting function.
• Leads teams, projects, workstreams, and ongoing processes with moderate-to-high complexity, operational risk, regulatory impact, and stakeholder visibility.
• Works independently within broad guidelines and policies while managing deliverables from initiation to implementation and providing direction to colleagues and partners.
• Solves complex business, operational, reporting, control, and risk problems through analysis of multiple information sources, analytics, testing results, quality outcomes, and stakeholder perspectives.
• Exercises sound judgment and provides recommendations that support operational effectiveness, regulatory compliance, reporting quality, colleague capability, risk mitigation, and sustainable control outcomes.
Job Requirements:
What can you bring to TD? Tell us about your most relevant experience, credentials and knowledge for this role, as well as these essential requirements and desired attributes:
• Undergraduate degree in Business, Finance, Accounting, Risk Management, Operations, or related discipline.
• Five (5) or more years of relevant experience in AML, regulatory reporting, payment operations, business operations or process management, with experience supporting operational deliverables, process improvements and workstream leadership experience.
• Experience in FINTRAC EFTR regulatory reporting, with demonstrated understanding of EFTR processes, controls, procedures, operating models, user testing support, and reporting governance.
• Experience leading or supporting business process mapping, process documentation, procedure development, operational governance, system testing, remediation, and implementation of process or technology changes.
• Experience with risk framework activities such as RCSA, gap assessments, audit remediation, issue management, policy reviews, control testing, quality control, and self-identification of operational or control issues will be an asset.
• Good understanding of regulatory reporting expectations, audit readiness, operational risk management, control sustainability, and end-user computing governance.
• Experience partnering with Operations, Compliance, Technology, Project Delivery, Business Management, Data Management, Audit, and Risk stakeholders to deliver regulatory, process, governance, and change management outcomes.
• Strong analytical skills with the ability to assess operational performance, exceptions, quality results, trends, control effectiveness, root causes, emerging risks, and improvement opportunities.
• Advanced proficiency in Microsoft Excel, Power BI, Microsoft Office applications, data analysis methods, reporting techniques, and management reporting.
• Demonstrated skill in people leadership, mentoring, coaching, training delivery, recruitment and hiring support, onboarding, performance management, and colleague development.
• Ability to lead multiple deliverables simultaneously, manage priorities, meet regulatory and project deadlines, and operate effectively in a fast-paced environment.
• Ability to exercise sound judgment, make risk-based decisions, escalate appropriately, and provide clear recommendations to leaders, partners, and stakeholders.
• Ability to communicate effectively in writing and verbally, including preparing and presenting updates, reports, issues, risks, analytics, and recommendations.
