Conduct complex analyses and provide support to assigned operational program area. The Integrated Solutions Program Manager will provide leadership and administrative oversight while serving as the accountable leader for Program VISTA. The position is responsible for defining strategic direction, directing modernization initiatives, aligning stakeholders, and ensuring that deliverables meet objectives, create measurable value, and are successfully adopted across VDOT’s Traffic Operations enterprise.

How you will contribute:
  • Collaboration with System Integrator : Collaborate with OTD’s Program VISTA integration broker to validate system capabilities meet operational requirements. Provide instruction and guidance with policies and procedures. Prepare and update VDOT guidelines or memos to address changes or modifications.
  • Implementation : Oversee program implementation and ensure delivered solutions meet usability, performance, reliability, and operational effectiveness expectations. Provide oversight of the VISTA program area to ensure compliance with VDOT, State, and Federal policies, practices, guidelines, and specifications.
  • Initiative Prioritization : Establish objectives and priorities for the VISTA Program in support of overall goals and objectives. Prioritize program initiatives and enhancements with input from Leadership and field staff. Create, review, and validate technical documentation to ensure accuracy.
  • Program Governance : Develop and maintain a formal VISTA program governance structure, including steering committees, decision frameworks, escalation paths, and reporting mechanisms to ensure transparency and accountability.
  • Program Management : Oversee assigned program area. Provide technical guidance. Interpret state and federal laws, rules and policies, and make decisions to resolve issues. Institute process and procedure changes as needed. Ensure adherence to schedules, budgets and quality control standards. Assess workloads, resources and need for outsourcing.
  • Stakeholder Engagement : Lead structured stakeholder engagement across TOCs, field personnel, District Leadership, and Executive Leadership. Coordinate the flow of information to and from stakeholders that contributes to program development. Establish and maintaining effective relationships with stakeholders.
  • Strategic Vision: Develop short and long-term strategic plans for the VISTA Program to ensure alignment with VDOT’s vision, mission, and goals. Document and refine the strategic vision, objectives, metrics and performance indicators for the program.

  • Skill in leadership, communication, and stakeholder management across diverse organizational levels.
  • Skill in the use of computers, software, and web-based applications.
  • Skills in project management, risk analysis and mitigation plan development related to complex technology and operations projects.

  • Additional Considerations:
  • Certified Change Management Professional (CCMP) or equivalent.
  • Experience in transportation operations, including traffic management, incident response, and field operations.
  • Experience leading statewide or enterprise-level transformation programs in transportation or public sector environments.
  • Experience with initiatives to integrate multiple enterprise systems.
  • Experience with traffic operations data management and data flows for command-and-control systems.
  • Knowledge of VITA procurement requirements and processes.
  • Project Management Professional (PMP) or Program Management Professional (PgMP).
